In order to insure the public health, welfare and safety of residents of Billings, Missouri, an inspection shall be required for any rental home or unit, at least one (1) year old, anytime the same is vacated at any time by existing tenants.

All inspections required hereby must be completed prior to the occupancy of any residential rental home or unit by a new tenant.

Occupancy of any section of any building or unit as described herein shall not be permitted until an occupancy permit has been issued by the City, which permit shall not be issued until such time as the Building Inspector has inspected, and passed, any such rental home or unit.

Any owner of any residential rental home or unit who fails to obtain an inspection and/or occupancy permit, as described herein, before permitting a new tenant to occupy the same, shall, upon conviction, be punished in accordance with the provisions of Section 100.220 of the Code of Ordinances of the City of Billings.

All residential rental homes and units shall be required to comply with the following checklist before an occupancy permit will be issued:[1]

A. 
The procedure for obtaining, and paying for, an inspection shall be as follows:
1. 
A rental inspection fee of fifty dollars ($50.00) for the inspection must be paid prior to the inspection by coming to Billings City Hall and paying the same.
2. 
Upon payment of the fee of fifty dollars ($50.00), the inspection can be scheduled during business hours between 8:00 A.M. and 3:30 P.M., Monday through Friday. There is no set time for inspections. Inspections can be designated as A.M. or P.M. Inspections are from approximately 8:00 A.M. to 11:30 A.M., and inspections are from 1:00 P.M. to 3:30 P.M. (Processing for inspections can take up to three (3) days to schedule.)
3. 
There will be a penalty fee of thirty dollars ($30.00) if an appointment is scheduled and the inspector is unable to access the unit as scheduled by the applicant. When a unit fails the initial inspection and all repairs are not completed at the time of the reinspection, a penalty fee of thirty dollars ($30.00) will be assessed and must be paid prior to the third inspection.
4. 
The tenant or owner must have an occupancy permit to sign up for utilities. Similarly, utilities will not be transferred unless a copy of an occupancy permit accompanies the request. One (1) copy of a passed inspection will be left at the site by the inspector. Utilities will not be transferred unless the passed inspection and occupancy permit accompanies the request.
5. 
If an inspection fails, the owner has ninety (90) days [three (3) months] to make corrections and call for a reinspection. If ninety (90) days pass without a reinspection, then the inspection will be closed, and a new inspection will be required, and a charge of fifty dollars ($50.00) will be assessed.

All inspections required hereby must be completed prior to the occupancy of any new tenant or owner of any business.
