These regulations shall apply to all inhabitants in the geographic area of the Town of Woodbury.
The provisions of the Public Health Code of the State of Connecticut regarding subsurface sewer disposal systems as contained in Sections 19-13-B103a through 19-13-B104d of the Regulations of the Connecticut Department of Health Services, as amended, are hereby incorporated in and made a part of these regulations.
A. 
Every well, spring or other source of water supply for human consumption, and every cistern or other storage unit for water shall be protected against contamination and no person shall use or permit to be used for domestic purposes water from any source which is contaminated.
B. 
Well diggers shall submit to the enforcement official as designated herein a satisfactory report on the sanitary analysis of water from a new well to show that said water is potable and fit for human consumption. Such laboratory examination may be made by any laboratory approved by the Connecticut Department of Health Services, and shall include a sanitary water analysis including a test for coliform organisms. Such report shall also show the location of the well in relation to existing or proposed private sewerage systems.
The First Selectman shall have the power and the duty to appoint the official responsible for the enforcement of these regulations. Such appointment shall be from among the Town Sanitarian, Town Director of Health or director of an organized health district of which the Town is a member.
Valid permits previously issued shall be valid for one year from the effective date of these regulations.
