The goal of the PBO Pine Brook Overlay District is to allow
developers of lots directly west of the PBR Pine Brook Redevelopment
District, and extending to the westerly Township line, to have the
option of redeveloping said lots in a manner similar to that required
in the PBR Zone. Where a proposed use is permitted in both the PBO
Overlay Zone and the underlying zone district, the development regulations
of the underlying zone district shall apply, unless the developer
elects to follow the PBO Overlay Zone standards as set forth herein
below.
The uses permitted and prohibited in the PBO Overlay Zone shall be identical to those uses permitted and prohibited in the PBR Zone. See § 230-246 for this list of uses.
A.

B.
Supplemental development standards for hotels. In addition to the area and bulk standards set forth in Subsection A above, the following supplemental regulations shall apply to all hotel uses within the PBO Overlay Zone:

Supplemental development standards for motor vehicle sales. In addition to the area and bulk standards set forth in Subsection A above, the following supplemental regulations shall apply to all new motor vehicle sales uses within the PBO Overlay Zone:

There shall be no service bay doors or garages located along
the Bloomfield Avenue frontage. All service bay doors or garages shall
be set back a minimum distance of 70 feet from the Bloomfield Avenue
right-of-way.
The off-street parking and loading requirements for development in the PBO Overlay Zone shall be identical to the off-street parking and loading requirements for development in the PBR Zone. See § 230-248 for the applicable off-street parking and loading requirements.

Signage requirements for the PBO Overlay Zone shall be consistent with § 230-217, which governs sign regulations in the B-3 through B-5 Zones. However, development within the PBO Overlay Zone shall also be permitted to install awning signs and hanging signs consistent with the regulations set forth at § 230-216C and D. All signage shall be part of a unified design theme.
When developers of lands in the PBO Overlay Zone opt to redevelop in accordance with the Overlay District, the development shall comply with the Pine Brook Design Standards as set forth in § 230-98.1. Any deviation from those standards shall require a design exception, not a variance.
