An Economic Development Advisory Board is hereby established, which shall be known as the "Economic Development Advisory Board."

1. 
The purpose of the Economic Development Advisory Board shall be to keep the Doylestown Borough Council informed of the economic conditions in the Borough and to develop, recommend, and execute strategies to maintain and enhance its economic vibrancy. The Board shall undertake projects in furtherance of its purpose at the direction of the Borough Council.
2. 
The Board will work to maintain the viability of existing businesses and to attract new businesses and private investment. It will advise the Borough Council on issues that impact economic development, including parking, walkability, physical appearance, business mix, grant opportunities, transportation, public improvements and services, and the promotion of tourism.
3. 
The Board will be the liaison with the business community and with organizations involved with economic development and will engage with residents with regard to economic development issues that impact them.

The Board shall consist of nine members, who shall be appointed by the Borough Council. Each regular member so appointed shall serve for a term of three years; provided, however, that the terms of such regular members shall be staggered in such a manner that at least one term expires annually.
2. 
Members of the Board shall serve without compensation.
3. 
Only appointed members of the Board shall have the right to cast a vote during proceedings of the Board.

The Board shall meet at least once each year during the month of January, at which time it shall organize and elect from its own membership an Executive Committee consisting of a Chairperson and Vice Chairperson, who shall serve for a term of one year and who may succeed themselves.

The Board may adopt such rules, regulations, and bylaws as the Board deems necessary for the proper conduct of its meetings and the efficient administration and operation of the Board.

The Board shall, on or before September 30 of each year, submit a proposed budget for the following calendar year to the Borough Council for its consideration and approval. All expenditures made on behalf of the Board shall be in accordance with the approved budget.

The Borough shall fund all or any part of the operations and activities of the Board from the general fund of the Borough.
