GENERAL REFERENCES
Vehicles and traffic — See Ch. 145.
There is hereby established in the Village of Canajoharie a Traffic Violations Bureau, pursuant to Article 14-B of the General Municipal Law.
Such Traffic Violations Bureau shall be in the charge of the Village Clerk, a Deputy Village Clerk or such other person or persons as the Justice of the Village Court shall designate in writing.
A. 
Such Traffic Violations Bureau is authorized to dispose of violations of the Vehicle and Traffic Law and of any other traffic laws, ordinances, rules and regulations, when such violations or offenses do not constitute the traffic infraction known as "speeding" or a misdemeanor or a felony, by permitting the persons charged to answer, within 10 days, at the Traffic Violations Bureau, either in person or by a written power of attorney, in the form prescribed herein, by paying a prescribed fine and, in writing, waiving a hearing in the Village Court, pleading guilty to the charge and authorizing the person in charge of the Bureau to make such a plea and pay such a fine in the Village Court.
B. 
Acceptance of the prescribed fine and power of attorney by the Bureau shall be deemed complete satisfaction for the violation, and the person charged shall be given a receipt which so states; provided, however, that any such fine paid by check shall not be deemed paid until the check given in payment has been honored by the bank upon which such check is drawn.
C. 
If the person charged does not answer within the time designated, the Bureau shall cause a complaint to be filed with the Village Court forthwith and shall cause a warrant to be issued for the arrest and appearance of the person charged before the Village Court.
D. 
Any person who shall have been determined by plea or trial, within a preceding twelve-month period, to be guilty of more than three parking violations or of three or more violations other than parking violations during such period shall not be permitted to appear and answer to a subsequent violation before the Traffic Violations Bureau but must appear before the Village Court at a time specified by the Bureau.
E. 
Such Traffic Violations Bureau shall not deprive a person charged of his right to counsel nor deprive such person of his right to appear in Village Court to answer to, explain or defend any charge of a violation hereunder.
Fines for offenses or violations which may be satisfied at the Traffic Violations Bureau shall be prescribed or designated by the Village Court within the limits established therefor by law, ordinance, rule or regulation.
The Traffic Violations Bureau shall keep a record of all violations of which each person has been guilty, whether such guilt was established in Village Court or in the Bureau, a record of all fines collected and the disposition thereof and shall perform such other and further duties and shall keep such other and further records as shall be prescribed by the Village Court.

Instructions to person charged: Submit this form to Traffic Violations Bureau, Municipal Building, Erie Boulevard, Canajoharie, New York 13317, by registered or certified mail, return receipt requested, or by first-class mail ACCOMPANIED BY RECORD OF CONVICTION STUB (New York State license only).
This form may not be used for misdemeanors or for speeding violations or for a third or subsequent parking or other violation in a twelve-month period. If the Bureau denies this application, you will be notified to appear.

I acknowledge receipt of the warning printed in red on the reverse of the application, and I waive arraignment in open court and the aid of counsel. I plead guilty to the offense as charged and elect and request that this charge be disposed of and fine or penalty fixed by the Traffic Violations Bureau. During the last 12 months, I have been convicted of those violations marked on my attached conviction stub and of the additional violations noted below.
