Village government form. The Village of Monticello is a body corporate and politic with the powers of a municipality at common law and governed by the provisions of Chapters 61 and 66 of the Wisconsin Statutes, laws amending those chapters, other acts of the legislature and the Constitution of the State of Wisconsin.
Division of government.
Legislative branch. The Village Board is the legislative branch of the Village government. Its primary business is the passage of law in the form of ordinances or resolutions which shall prescribe what the law shall be not only in relation to the particular facts existing at the time, but as to all future cases arising under it. The Village Board shall fix the salaries of all officers and employees of the village, and be charged with the official management of the Village's financial affairs, its budget, its revenues and the raising of funds necessary for the operation of the Village.
Executive branch. The Village President shall be the chief executive officer. He shall take care that all Village ordinances and state laws are observed and enforced, and that all Village officers, boards and commissions discharge their duties. When present, he shall preside at the meetings of the Village Board. He shall from time to time give the Village Board such information and recommend such measures as he may deem advantageous to the Village.
The voting polls in the Village of Monticello, Green County, Wisconsin shall be open from 7:00 a.m. to 8:00 p.m. for all elections.

The official Village newspaper shall be the Post-Messenger-Recorded, to be used for the statutes specifically requiring publication: tax redemptions or sales, annexations, detachments, consolidations, incorporations and notices directed to specific individuals.
The Village of Monticello President shall appoint, subject to Village Board confirmation election officials in December of even numbered years for two year terms in accordance with State Statutes.
The Village of Monticello shall allow for the selection of 2 or more sets of officials to work at different times on election days at the combined polling place consisting of two wards and permits the Clerk or his/her designee to establish different working hours for different officials assigned to the same polling place SS 7.30(1). The clerk shall determine in advance of each election the number of election officials for such election per Wis. Statutes. The clerk may serve as a tabulator and an inspector if he/she is a resident of the village and has been appointed as an inspector in order to work the polls as necessary throughout the day.
The Village of Monticello shall allow a pupil who is 16 or 17 years of age, who is enrolled in grades 9 to 12 in a public or private school, and who has at least a 3.0 grade point average or the equivalent to serve as an inspector at the polling place serving the pupil's residence with the approval of the pupil's parent or guardian and of the principal of the school in which the pupil is enrolled.
The description of the corporate limits of the Village of Monticello shall be as follows: Commencing at a point 1518 feet South of the North One-quarter post of Section Eighteen (18), Town Three (3) North, Range Eight (8) East, County of Green, State of Wisconsin; thence East 4686 feet; thence North 1518 feet to the South line of Section Eight (8), Town Three (3) North, Range Eight (8) East, said line being also the centerline of County Trunk Highway "EE"; thence East along the said South line of Section Eight (8) and the centerline of said County Trunk Highway "EE," 152.59 feet; thence Northwesterly on a line parallel to and Twenty (20) feet Westerly of the centerline of the Illinois Central Railroad Tracks, 1329.43 feet to the South line of Lake Avenue extended; thence West along the South line of Lake Avenue extended, 32.23 feet; thence North 2437.95 feet; thence West 4686 feet; thence North along the East line of the Northwest One-quarter (NW 1/4) of Section Seven (7), Town Three (3) North, Range Eight (8) East, 1553.82 feet to the North One-quarter corner of said Section Seven (7); thence West along the North line of said Section Seven (7); 1900.12 feet to the Northwest corner of said Section Seven (7); thence South along the West line of said Section Seven (7), 1484.11 feet; thence East 887.34 feet; thence South to the South line of the Northwest One-quarter (NW 1/4) of said Section Seven (7), 1160.02 feet; thence East along the South line of the Northwest One-quarter (NW 1/4) of said Section 7, 90.06 feet; thence South 41.63 feet to the East right-of-way line of State Trunk Highway 69; thence Southwesterly along the said right-of-way line, 190.11 feet; thence along said right-of-way line 315.65 feet; thence South 4773.11 feet; thence East 594 feet to the point of beginning and also including that portion of Certified Survey Map 802, recorded December 30, 1985 in Vol. 2 of Certified Survey Map, page 381 as Document No. 302033 and shown on said map as lying outside the Village limits. Said parcel contains approximately 723.97 acres.

The Village is re-divided into two wards with a combined polling place at 140 North Main Street in Ward I and with designated boundaries as follows:
Ward I. All of the Village of Monticello that lies west of the center of Street Hwy. 39, South of proposed continuation of East Wisconsin Avenue lying between Adams Road and South Garfield Street to the intersection with Garfield Street, west of the center line of South Garfield Street to East Lake Avenue, north of the center line of East Lake Avenue from Garfield Street to North Pratt Road, west of the center line of North Pratt Road to East Coates Avenue, and north of East Coates Avenue that portion lying between North Pratt Road and the east Village limits. Ward I by Census Block Numbers, part of Tract No. 960100, Blocks: 3007-3011, 3013, 3015, 3017-3032, 3061-3062, 3064, 4028, 4034, 4058, 4103. Tract No. 960200, Blocks: 2115 and 2117.
Ward II. All of that portion lying within the Village limits East of the center of Street Hwy. 39, north of the proposed continuation of East Wisconsin Avenue lying between Adams Road and South Garfield Street, east of centerline of South Garfield Street, that portion south of the centerline of East Lake Avenue between South Garfield Street and North Pratt Road, and that portion lying east of North Pratt Road and south of the centerline of East Coates Avenue to the Village limits. Ward II by Census Blocks Numbers, part of Tract No. 960100, Blocks: 3036-3050, 3058-3060, 3063.
The Village Board of the Village of Monticello does hereby adopt the Village of Monticello Comprehensive Plan on the 17th day of August 2016. The Village of Monticello Comprehensive Plan shall be on file in the Office of the Village Clerk.

Pursuant to the provisions of state law, registration shall be required for all primaries and elections in the Village. The Village Clerk shall have control of elector registration within the Village. To the extent applicable, the provisions of state law shall govern all elections in the Village.
