The Town Environmental Board is hereby established to address open space and environmental issues in the Town of Fishkill and to serve as an advisory board to the Town Board, the Planning Board, the Building Department and the Parks Department.
The Environmental Board shall perform the following functions and responsibilities:
A. 
Advise the Town Board on matters affecting the preservation, quality and use of the natural resources and environment of the Town of Fishkill.
B. 
Develop and conduct, with the approval of the Town Board, a program of public information designed to foster in the community an understanding of existing and potential environmental problems and issues and to provide support for their resolution.
C. 
Conduct studies, surveys and inventories of the natural and developed features within the Town of Fishkill as may be necessary to ensure the wise and prudent use of natural resources and to enhance and protect the environment.
D. 
Maintain an up-to-date inventory or index of all open land and wetland areas in public and private ownership within the Town of Fishkill so as to provide a base of information for recommendations as to their preservation and/or use.
E. 
Coordinate and cooperate with public agencies and private groups whose programs and activities impact the quality of the environment.
F. 
Review site plan applications referred by the Planning Board for environmental issues and make recommendations within 30 days.
G. 
Provide assistance, as required, to the Town Parks and Recreation Departments in order to ensure optimum utilization of Town open space as it relates to parklands and recreation.
H. 
Perform such other duties as may be assigned from time to time by the Town Board.
I. 
Maintain accurate records of meetings and activities, submit an annual report of such activities to the Town Board by December 31 each year and provide timely copies of the minutes of the monthly meetings to the Town Board.

A. 
The Environmental Board shall consist of five members, each of whom must be a resident of the Town of Fishkill.
B. 
The term of office of each member shall be five years after the initial rotation of terms is established as follows:
(1) 
One initial term shall end on June 30, 2016.
(2) 
One initial term shall end on June 30, 2017.
(3) 
One initial term shall end on June 30, 2018.
(4) 
One initial term shall end on June 30, 2019.
(5) 
One initial term shall end on June 30, 2020.
C. 
All members shall thereafter be appointed to terms of five years.
The Environmental Board shall have a Chairman, who shall be appointed by the Town Board each year at the annual reorganization meeting.

A member of the Environmental Board shall be appointed Secretary by the Chairman. The Secretary shall receive a sum of fixed by the Town Board for taking minutes of Board meetings and distributing the minutes to members and to the Town Board in a timely manner.

The Environmental Board shall meet monthly (unless there is no pending business before it), or more often if required, on a date, time and place set by the Environmental Board. Not later than November 30 of each year, the Environmental Board shall deliver to the Town Board a schedule of its proposed meetings for the following calendar year for adoption by the Town Board at its upcoming reorganizational meeting.
