Pursuant to Section 14 of the Rochester City Charter, the City Manager shall exercise control over all City buildings, except the Public Library and all school buildings, and shall make all necessary improvements and repairs and attend to all matters committed relating thereto.
The City Manager shall have control of the use of all or part of the buildings owned by the City as described above, including their hours of operation.
The Selectmen of the various wards, subject to the approval of the City Manager, shall have the privilege of using any public building in their respective wards for the purpose of holding caucuses, conventions and elections for state or City officers.
