Any person who willfully or negligently breaks, damages, destroys, uncovers, defaces, or tampers with any structure, appurtenance, or equipment which is a part of any sewer district, sewage system, or public sewer tributary thereto will be in violation of this chapter and subject to the penalties provided herein.
Any user who accidentally discharges wastes in violation of this chapter shall immediately notify the Administrator of the sewer districts. Notification shall be followed within 15 days by a detailed, written statement describing the causes of the accidental discharge and the measures taken to prevent future occurrences. Such notification will not serve to relieve the user of liability for any expense, loss, or damage to that sewer district's system, or for any fines imposed by the Town of Tusten under applicable state and federal regulations.
Any user who discharges industrial wastes, as distinct from sanitary sewage, shall be required to submit to the Town Board detailed plans to show facilities and operating procedures to provide protection from accidental direct or indirect discharge of deleterious materials or wastes to the Town's sewer system.
