This Part shall be known as the Rankin Sewage Fee Ordinance.

There is hereby imposed on the residents, business and other entities in Rankin a Rankin sewage fee in the amount of 30% of the total sewage fees charged to residents, business and other entities in Rankin by Alcosan and billed and collected by WPJWA. Alcosan and WPJWA are hereby directed and authorized to include this additional 30% Rankin sewage fee on all water and sewage bills sent to Rankin sewer service consumers and authorized and directed to remit the same to Rankin.

It is found by Rankin that this fee is a reasonable approximation of the funds that must be generated by Rankin to cover the anticipated expenses it will incur to maintain, repair and upgrade the sanitary sewage system.

WPJWA is hereby directed and authorized to impose and collect an additional 10% charge on all delinquent accounts and remit the same to Rankin.

This Part shall take effect on January 1, 2018.

If any portion of this Part is deemed illegal or unconstitutional, then it is the intent of Rankin that all remaining portions of the Part remain in full force and effect minus the illegal or unconstitutional portion.

All other ordinances or parts of ordinances are repealed insofar as they are inconsistent herewith.[1]

From and after the passage and approval of this Part, a charge shall be assessed in the form of a trunk sanitary sewer tapping fee, as authorized by the Pennsylvania Borough Code, 8 Pa.C.S.A. § 2053, and any amendment(s) thereto, in an amount or amounts as established from time to time by resolution, to be paid by a property lot owner for each sewer connection to be made to the Borough's trunk sanitary sewer to provide sewer service to the structure or structures erected on the property lot.

The aforesaid trunk sanitary sewer tapping fee must be paid to the Borough Code Inspector or Borough Secretary before a building permit will be issued by or on behalf of the Borough.
