This article is enacted to enforce the decision of the Commonwealth of Pennsylvania, Department of Transportation, establishing a fifteen-mile-per-hour school zone speed limit on Rochester Road in the Borough of Franklin Park in the vicinity of Franklin Elementary School, between the station numbered 203+95 and the station numbered 210+75, when indicated by flashing speed limit sign beacons between the hours of 7:30 a.m. and 9:00 a.m. and between 3:00 p.m. and 4:30 p.m. prevailing local time, Monday through Friday of each week.
The Borough Manager is hereby authorized, empowered and directed to acquire and erect school zone speed limit sign assemblies at the proper locations, as set forth in the Commonwealth of Pennsylvania Department of Transportation specifications addressed to the Borough under date of January 29, 1988.
Any person, firm or corporation violating any of the provisions of this article shall, upon conviction thereof in a summary proceeding, be sentenced to pay a fine as set forth in 75 Pa.C.S.A. § 3365(d), as amended.
