A building may be erected, altered, or used, and a lot may be used for any one of the following purposes and for no other: Any of the principal or accessory uses permitted in the R-1 Residential District are permitted in the R-3 Zone subject to the same regulations as in the R-1 Zone, except:

On lots used for single-family residences, residential accessory buildings may be erected in side and rear yards, provided that there remains side or rear yards of at least 10 feet from the accessory buildings to the side or rear lot lines; however, solar energy systems on residential or agricultural lots must comply with the setbacks and other area and bulk requirements for principal buildings or structures on the lots.

Heights in excess of the 35 feet maximum may be granted upon the application to the Board of Supervisors for a conditional use subject specifically to the standard that the height will not create a health or safety problem, that the additional height would not interfere with the nature of the surrounding construction and atmosphere in the area for which the greater height is sought that the increased height of the building would not detract from the rural character of the neighborhood.
7. 
Small wind energy systems must be set back in accordance with the standards contained in this chapter at § 27-1202, Subsection 17.

For single-family residential use, off-street parking regulations as established by § 27-1110 and also applicable standards of §§ 27-1400 through 27-1403 of this Chapter 27.

Where feasible, install all utilities underground.
2. 
Recognize that subdivision and building permits shall be granted only after following procedures established in Chapter 22 of this Code.
