In the absence of any express provisions to the contrary, the provisions of this chapter shall govern the licensing of businesses, trades, occupations, callings and professions carried on and conducted within the city.
It shall be unlawful for any person to engage in, conduct or carry on any business, trade, occupation, calling or profession within the city for which a license is required unless he shall have first obtained such license therefor, issued in accordance with the provisions of this chapter or any other applicable provisions of the Code of the City of Oneonta.
All licenses issued by the city shall be upon the following conditions and contain the following words: "This license is not transferable, except by consent of the issuing authority, and is issued to and accepted by the licensee on the express condition that it be revocable by the Council if at any time in its judgment the licensee proves himself unfit to hold it or the places licensed are not being conducted in a proper and orderly manner."
Every license shall be carried upon the licensee's person or if issued for a place of business shall be kept posted conspicuously therein.

A. 
Execution and expiration of licenses. All licenses shall bear the signature of the City Clerk or his/her designee, and, except as provided in the Code of the City of Oneonta to the contrary, shall be drawn to expire December 31 next following the date of issue, unless the license be granted for a lesser term than one year.
B. 
Payment and refund of fees. No license shall be issued until the fee therefor, as determined by the Common Council, shall have been paid. If a license is revoked, the City shall repay to the licensee so much of the fee as shall be proportionate to the unexpired portion of the term, except as provided in the Code of the City of Oneonta to the contrary.
C. 
Records. The City Clerk shall keep a record of each license issued, showing its purpose, the date of its issue and expiration and the name and address of the licensee.
D. 
Administrative fees.
(1) 
Any application received after the expiration of the renewing party's current license term is subject to an administrative fee as set from time to time by Common Council.
(2) 
An administrative fee, as set from time to time by Common Council, will apply to any suspended license at time of reinstatement.
Any person violating any provision of this chapter shall be punished as provided in § 1-18 of this Code.
