Pursuant to and in accordance with Sections 78.430 through 78.630, RSMo., the City of Aurora, Missouri, shall employ a City Manager to serve as the administrative head of the City Government subject to the direction and supervision of the Council. It shall be his/her duty to make all appointments to offices and positions provided for in Section 78.600; RSMo., to see that all laws and ordinances are enforced; to exercise control of all departments and divisions that may hereafter be created by the Council; to see that all terms and conditions imposed in favor of the City or its inhabitants in any public utility franchise are faithfully kept and performed; to attend all meetings of the Council with the privilege of taking part in the discussions but having no vote; to recommend to the Council for adoption such measures as he/she may deem necessary or expedient; to prepare and submit the annual budget and to keep the City Council fully advised as to the financial conditions and needs of the City and to perform such other duties as may be prescribed of him/her by Sections 78.430 through 78.630, RSMo., or by any ordinance or resolution of the Council.

A. 
There is hereby created the office of Assistant City Manager. The Council, at their discretion, shall appoint an Assistant City Manager to assist the City Manager in the administration and management of City operations. The position of Assistant City Manager may be an additional duty assigned to a City of Aurora Department Head, or may be filled as a part-time or full-time position, and is subject to the approval of the City Council. The person filling the position of Assistant City Manager shall perform the duties of City Manager on an as-needed basis when the City Manager is unavailable, not able to perform his/her job duties, or the City Manager position is vacant.
B. 
A vote of the Council shall be required to appoint the Assistant City Manager. The Assistant City Manager shall hold his/her office at the pleasure of the Council or under terms of an employment contract if so negotiated. Action of the City Council shall be required to remove or withdraw the assignment of Assistant City Manager. The Assistant City Manager shall be under the day-to-day supervision of the City Manager.
