The recitals of Ord. 2011-05, 10/17/2011, are incorporated at length below:
WHEREAS, the Pennsylvania Vehicle Code, 67 Pa. Code § 1.1 et seq., provides for the establishment of a one-way street if certain conditions are satisfied, 67 Pa. Code § 212.113; and
WHEREAS, the Board of Supervisors of Lower Mount Bethel Township desires to establish the portion of Pennsylvania Avenue (TR-655) between North Delaware Drive (PA-611) and Ann Avenue (TR-653), shown on Exhibit "15-7-A" attached hereto and incorporated herein by reference, as a one-way street, providing for traffic flow in the southeasterly direction (away from North Delaware Drive (PA-611)); and
WHEREAS, the Board of Supervisors, after consultation with the Township's Director of Public Works, has determined that the traffic flow from the affected portion of Pennsylvania Avenue (TR-655) can be accommodated in both directions via Alpha Avenue (TR-685), Ann Avenue (TR-653), and the remaining portion of Pennsylvania Avenue (TR-655) which is not designated as a one-way street by this Part; and
WHEREAS, the Board of Supervisors, after consultation with the Township's Director of Public Works, has determined that Pennsylvania Avenue (TR-655) has a reasonable number of intersections for entrance to and exit from the one-way portion of Pennsylvania Avenue (TR655); and
WHEREAS, the Board of Supervisors, after consultation with the Township's Director of Public Works, has determined that the roadways at the terminal points of the one-way portion of Pennsylvania Avenue (TR-655) provide satisfactory transitions to and from the intersecting two-way operations; and
WHEREAS, the Board of Supervisors, after consultation with the Township's Director of Public Works, has determined that establishing a portion of Pennsylvania Avenue (TR-655) as a one-way street will address concerns regarding safety, congestion, and delays at the intersection of Pennsylvania Avenue (TR-655) and North Delaware Drive (PA-611) and the intersection of North Delaware Drive (PA-611) and Alpha Avenue (TR-625) which is in very close proximity to the intersection of Pennsylvania Avenue (TR-655) and North Delaware Drive (PA-611); and
WHEREAS, the Board of Supervisors has determined that Lower Mount Bethel Township, including the portion of Pennsylvania Avenue (TR-655) to be established as a one-way street, is not served by bus service; and
WHEREAS, the Board of Supervisors, after consultation with the Township's emergency service providers, has determined that emergency vehicles can reasonably and expeditiously reach their destinations if the affected portion of Pennsylvania Avenue (TR-655) is established as a one-way street.

1. 
A portion of Pennsylvania Avenue (TR-655) shall hereby be established as a one-way street as follows:

The portion of Pennsylvania Avenue (TR-655) established as a one-way street is shown on Exhibit "15-7-A" attached hereto and incorporated herein by reference.
2. 
It shall be unlawful for any person to drive a vehicle on that portion of Pennsylvania Avenue (TR-655) between North Delaware Drive (PA-611) and Ann Avenue (TR653) in any direction other than that established herein.
3. 
Signs and poles notifying the public of the travel limitations set forth herein shall be placed on Pennsylvania Avenue (TR-655) and/or the surrounding roads to properly identify the direction of travel on that portion of Pennsylvania Avenue (TR-655) between North Delaware Drive (PA-611) and Ann Avenue (TR-653).
