All water customers must make a deposit of two hundred twenty-five dollars ($225.00) before water will be turned on at that property.

The water rates for users of water from the City water system shall be as follows:

Sewer rates will be:

A sewer charge will be made whenever sewers are available. Sewers are available to a certain property so long as the sewer is located within twenty-five (25) feet of said certain property's nearest property line to the sewer line in question and so long as the head of the City Sewer and/or Water Department determines that a sewer hookup is practically and reasonably available to the certain property in question. The sewer does not have to be deep enough to accommodate basement or cellar drains to be considered available.

Monthly readings for users with more than one (1) meter cannot be combined to a lower water or sewer rate unless for the City's convenience it be deemed more practical to use two (2) or more meters in order to supply the volume of water needed.

If a customer has a leak and uses fifty percent (50%) more than his/her normal usage based upon a three (3) months average, upon proof of leak having been repaired the extra gallons of water can be billed at cost; however, a sewer adjustment will be made on a water line break only. No sewer adjustment shall be given to any other type of leak. There shall be only one (1) adjustment per year to any service location.

A. 
Water bills are due by the 16th day of the month excluding Saturday and Sunday.
B. 
If bill is not paid by due date, a ten percent (10%) late fee will be assessed on all unpaid accounts. Service is subject to disconnection if not paid by the 27th of the month and a reconnection fee of fifty dollars ($50.00) plus the past due bill must be paid before reconnection.
C. 
Reconnections will only be done during normal business hours of the Public Works Department.

A. 
Pursuant to Section 250.140, RSMo., a service user and/or property owner shall be jointly and severally liable to pay for the services rendered on their premises. As used in this Chapter, "services rendered" is defined as the utility service provided by the City of Appleton City in the form of metering and billing for water services and/or sewer services; as well as the utility service provided by the current contracted refuse disposal company in the form of weekly solid waste pickup. The City shall have the power to sue the service user and/or property owner in a civil action to receive any delinquent sums due for such services rendered, as well as administrative fees, late fees, and reasonable attorney fees; and/or place a lien on the property.
B. 
If a service user subject to a lease agreement vacates the premises, utility service for the new occupant (new service user) will not be stated until all amounts due and owing on the property have been paid in full.

Pursuant to Section 250.234, RSMo., when any water bills or charges pursuant to this Chapter remain unpaid in whole or in part after the date due for payment, the City of Appleton City shall be entitled to a lien upon the premises on real estate upon or for which the water was used or service rendered.

The said rates as herein set out shall be in effect from and after the most recent passage of this Section (4-18-2023).

Any person, firm, company, association, society, corporation, or any type of other legal entity violating any provision of this Article shall be liable to the City for any expense, loss or damage occasioned by the City by reason of said violation.
