The Captain shall be the assistant commanding officer of the
Police Department.
The Captain will report directly to the Chief of Police, and
the Captain's duty hours, vacation and days off shall be scheduled
by the Chief of Police.
The Captain shall, during the absence of the Chief of Police,
assume command of the Police Department in accordance with departmental
procedures.
The Captain shall be responsible, along with the Chief of Police,
for the discipline and efficiency of all members of the Police Department
and for the preservation of the public peace.
The Captain shall promptly report to the Chief of Police any
neglect of duty or disobedience, insubordination or violations of
rules and regulations or laws by any members of the Police Department.
The Captain shall, at the Captain's discretion, make inspections
of the City of Plattsburgh. During this inspection the Captain shall
be in contact with police headquarters and report to the Chief of
Police any dangerous conditions involving the safety of residents
of the City of Plattsburgh and make recommendations regarding the
change of the patrol or departmental procedures as relates to these
matters.
The Captain shall daily check all reports for completeness and
to ascertain if they have been fully investigated.
The Captain shall post, or cause to be posted, the work schedule
of days off, personal days, vacations and change of shifts for all
members of the Department, with the approval of the Chief of Police.
The Captain shall, with the knowledge of the Chief of Police,
make unannounced inspections of the street patrol and the shifts in
operation and report, in writing, to the Chief of Police all information
pertaining to these inspections, as relates to violations.
The Captain shall report to the scene of all serious and extreme
fires, riots and unlawful assemblies, as directed by the Chief of
Police.
The Captain shall notify the Chief of Police of all fatalities,
major crimes or major emergencies within the City.
The Captain shall, when a member of the Police Department reports
sick and unable to perform the member's duties, investigate the inability
of the member to perform duties. When necessary, the Captain will
report to the Chief of Police, in writing, any violation of rules
and regulations as relates to the misuse of sick leave or the unauthorized
absence of an employee.
The Captain shall give necessary assistance to subordinates
in the preparation of their cases and shall cause the notification
of their appearances in court.
The Captain, in the performance of the Captain's duty, will
be strictly governed by all rules and regulations of the Department
and of all general and special orders of the Chief of Police.
The Captain shall promptly and thoroughly inform the Chief of
Police of all official actions taken by the Captain and the occasion
therefor.
The Captain shall carry out the orders of the Chief of Police
as previously given and such orders shall not, except in cases of
extreme emergency, be countermanded or set aside. When this occurs,
the Captain will report, in writing, to the Chief of Police, the Captain's
action and also state the reason and justification for the action.
The Captain may, at any time, inspect and condemn the uniform
of the members of the Department and may order off the street any
officer who is not cleanly and properly uniformed and equipped and
report, in writing, immediately to the Chief of Police any action
taken.
The Captain shall, from time to time, instruct the force under
the Captain's command of the duties imposed on them by law and rules
and regulations of the Department, and the Captain shall carefully
read and explain to all members of the Department any general or special
orders and decisions of the Chief of Police which affect their duties
and assignments.
The Captain shall be held responsible for the general good order
and discipline of the members of the Department.
The Captain shall instruct the shift supervisor to advise the
Captain of any failure of any member of the Department to report for
duty as required. Upon receipt of such information, the Captain shall
investigate to determine the reason for absence and make a written
report to the Chief of Police as relates to the absenteeism.
The Captain shall provide leadership and guidance in the development
of loyalty and dedication to the goals and objectives of the Plattsburgh
Police Department.
The Captain shall perform such other duties as the Captain may
be ordered to perform by the Chief of Police.
The Captain shall be responsible for the coordination between
other City agencies and the Police Department in all duties affecting
the Police Department.
The Captain shall be responsible to the Chief of Police for
all Department complaints and reports required by other agencies or
departments within the City of Plattsburgh.
The Captain shall be responsible for the investigation of all
crimes and successful prosecution of criminal cases and the recovery
of stolen property.
The Captain shall analyze the reports of the Department and
the efficiency of the Department. The Captain shall report to the
Chief of Police, in writing, as to the Captain's evaluation of said
analysis and efficiency of the Department.
The Captain shall be responsible for obtaining and interpreting
new laws, ordinances, rules and regulations of the Department until
they are fully understood by all members of the Department.
The Captain, on orders of the Chief of Police, shall investigate
all complaints regarding members of the Department and shall submit
a written report of the Captain's investigations to the Chief of Police
for the Chief's review.
The Captain shall be responsible for the organization, planning
and supervision of all training programs within the Plattsburgh Police
Department.
The Captain shall be responsible for the primary indoctrination
of all new employees of the Plattsburgh Police Department.
