Solid waste — See Ch. 289.
No person shall throw, deposit or cause the accumulation of refuse, debris, waste, rubbish or garbage upon any street, sidewalk or public place, or in any private street, land or premises, and such substance shall be deposited in containers or receptacles for collection by public or private agencies.

Any person violating any of the provisions of this chapter shall, upon conviction thereof, be subject to a fine not exceeding $250 or imprisonment for a term not exceeding 15 days, or both.
Nothing herein contained shall be construed to prohibit the placing of trash accumulation for scheduled pickup by the City of Plattsburgh vehicles, in such manner as specifically directed by the Superintendent of Public Works of the City of Plattsburgh.[1]

A violation of this chapter may be enforced by a police officer or a parking enforcement officer as defined in § 340-2 of the Code.
