As used in this article, the following terms shall have the meanings indicated:
CITY PARK
Parks, playgrounds, beaches, cycling and walking trails of the City of Plattsburgh.
The Common Council may, by resolution, designate the hours when a City Park is closed for public use. Such hours shall be posted at the entrance(s) to such park(s).

The City Clerk is authorized to issue a permit that grants a person the license and privilege to use a City Park during the hours when such park is closed on such conditions as the City Clerk deems necessary to prevent excessive noise or vandalism.
A person shall be guilty of a violation if he enters or remains in or upon a City Park during the hours that such park is closed unless he has been granted a permit. A violation of this section shall be punishable by a fine in an amount, fixed by the court, not exceeding $250, or community service.
