It shall be unlawful for any person to remove a shopping cart owned by or under the control of any person, firm or corporation from the premises or parking lot of such person, firm or corporation without the consent of such person, firm or corporation.
It shall be unlawful for any person to leave a shopping cart unattended on any sidewalk, street or public place within the City of Plattsburgh, New York.

A violation of this chapter shall, upon conviction thereof, be an offense punishable by a fine of $25 for the first offense; $50 for the second offense; and $100 for each third or subsequent offense.
