No person, association, firm, partnership or corporation shall keep or suffer to remain upon his or her premises, or on any private property, any garbage, refuse, rubbish, waste material, offal, carcass, putrid matter or other offensive or unwholesome matter, or cast the same upon any lot or piece of ground within the City, or upon the source or margin of any stream or body of water, or into any sewer inlet or upon any sidewalk in the City.
No person, firm or corporation may use or permit to be used any spot or place within the City as a public or private dump for garbage, refuse, water materials or rubbish.
Any person, association, firm, partnership, or corporation who or which shall violate any of the provisions of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 and the cost of prosecution and, in default of payment of such fine and costs, to imprisonment of not more than 10 days, provided that each day's continuance of a violation shall constitute a separate offense.
