No person shall, upon any public grounds or parking lots owned or leased by the Village, park any vehicle upon such public grounds or parking lots except within the limits of clearly posted parking areas, abiding by any posted parking hours within said public grounds or parking lots or in any undesignated areas as may be necessary for special events when approved by the Village.
No person shall, upon any public grounds owned or leased by the Village, operate any vehicle or ride horses upon such public grounds except upon clearly marked public roadways.
No person shall, upon any public grounds owned or leased by the Village, operate any vehicle upon any roadway within the limits of such public grounds at a speed in excess of 10 miles per hour.

No person shall, upon any public grounds owned or leased by the Village, park any vehicle or loiter or lounge in or upon such grounds between 10:00 p.m. and 6:00 a.m. on the following morning in any Village park, except as allowed by permit issued by authority of the Grafton Parks and Recreation Board.
Each person shall, upon any public grounds owned or leased by the Village, operate an automobile, motorcycle or other vehicle of traffic or burden within the park to comply with the state, county and municipal traffic codes and all orders, directions and regulations of traffic officers, or officially displayed upon any post, standard, sign or device installed for the regulation of traffic.
No person shall, upon any public grounds owned or leased by the Village, ascend or land with any aircraft, including gliders or parachutes, nor shall any person engage in stunt flying or parachute landing in any park without the written permit of the Village.
No person shall, upon any public grounds owned or leased by the Village, operate a go-cart, mini bike or snowmobile, or fly a model engine-powered airplane except in designated areas approved by the Village.
No person shall, upon any public grounds owned or leased by the Village, climb any tree, or pluck any flowers or fruit, wild or cultivated, or break, cut down, trample upon, remove or in any way injure or deface, write upon, defile or ill use any trees, shrubs, flowers, flower beds, turf, fountain, ornament, statue, building, fence, apparatus, bench, table, official notice, sign, bridge, structure or other property, and remove any device for the protection of trees or shrubs.
No person shall, upon any public grounds owned or leased by the Village, dig or break up the ground surface anywhere in any public grounds.
No person shall, upon any public grounds owned or leased by the Village, build any fires upon such public grounds except in fireplaces or grills provided for such purpose or dispose of live embers of any fire where they may start a grass or forest fire.
No person shall, upon any public grounds owned or leased by the Village, sell, keep or offer for sale any tangible or intangible article, merchandise or thing; nor solicit for any trade, occupation, business or profession or for alms within the park, without the written permit of the Village.
No person shall, upon any public grounds owned or leased by the Village, distribute, post, affix or display any card, handbill, sign, placard, target, banner, flag (except that of the United States) or advertisement of any kind within the park, or upon the gates or enclosures thereof, without the written permit of the Village. The word "distribute" shall include the scattering of printed matter from aircraft.
No person shall, upon any public grounds owned or leased by the Village, kill, injure or attempt to injure, or unnecessarily disturb any waterfowl or other birds or animals, wild or domestic, rob or disturb the nest or eggs of any bird or other animals within the park.
No person shall, upon any public grounds owned or leased by the Village, take ice from the river within the park, remove any sand therefrom or from the shores thereof, cut holes in the ice for fishing in areas designated for ice skating.
No person shall, upon any public grounds owned or leased by the Village, leave, throw or break any bottle, box, can, garbage or other objects in any park or public waters, except in clearly marked refuse receptacles.
No person shall, upon any public grounds owned or leased by the Village, take, have or keep any dog, cat or other animals upon such public grounds, except those placed in there by authority of the Village.
No person shall, upon any public grounds owned or leased by the Village, set off fireworks of any kind in any park, except as allowed by permit issued under Ch. 9.76 of the Code.
No person shall, upon any public grounds owned or leased by the Village, engage in any athletic contest, game or activity, except in areas designated for such activity.
No person shall, upon any public grounds owned or leased by the Village, wade, bathe or swim in the park area, except in municipally owned swimming pools.
No person shall, upon any public grounds owned or leased by the Village, sleep, camp or lodge in the park, except in such places as designated by the Village, subject to the rules and regulations and only to parties having a lease with the Village, and only for the time prescribed in the lease.
No person shall, upon any public grounds owned or leased by the Village, play tennis on municipal courts with street shoes or shoes with rubber soles and heels. Footwear must be tennis shoes.
No person shall, upon any public grounds owned or leased by the Village, sell intoxicating liquors within the park, except when a park permit is issued. Fermented malt beverages may be sold or consumed within the park during park hours, but only in designated areas when the park is leased. No person shall conduct himself in a disorderly manner within the park.
In case of an emergency or when in the judgment of the Grafton Police Department the public interest demands it, any portion of the park or buildings therein may be closed to the public or to designated persons until permission is given to return.
All permit fees and deposits as established from time to time shall be collected by the Village Clerk when a reservation is made for use of any portion of the Grafton park system. The Village Clerk shall issue a permit in writing on an approved form cosigned by the Chief of Police.
Any person who shall violate any provision of this chapter shall be subject to a penalty as provided in Chapter 1.12, Issuance of Citations, of this Code.
