A.Â
Housing authority. The CDA shall have all the powers, duties and
functions of a housing authority, as set forth in §§ 66.1201
to 66.1211, inclusive, Wis. Stats., and all housing projects initiated
by the CDA and approved by the Village Board shall be undertaken and
carried out pursuant to such sections.
B.Â
Redevelopment plan(s). The CDA shall implement the retention and
development activities as identified in any redevelopment plan(s)
or other economic development plans created and approved by the Village
Board. The CDA shall be responsible for regularly reviewing any redevelopment
or economic development plans, and shall implement any changes or
additions to the plans approved by the Village Board.
C.Â
Redevelopment authority. The CDA shall have all the powers, duties
and functions of a redevelopment authority, as set forth in § 66.1335,
Wis. Stats. All redevelopment projects initiated by the CDA and approved
by the Village Board shall be undertaken and carried out in accordance
with § 66.1105, 66.1301 to 66.1329, 66.1331, 66.1333 or
66.1337, Wis. Stats., or as determined appropriate to each project
by the Village Board.

D.Â
The CDA shall submit an annual budget to the Village Administrator;
such budget shall be subject to review by the Village Administrator
prior to submission to the Village Board. The approval of the CDA
budget by the Village Board permits the CDA to spend budgeted funds
for the purposes designated.
E.Â
The CDA shall advise the Village Board of funds or assets received
by the CDA from all sources and provide a monthly accounting of expenditures
to the Village Board for information purposes. The CDA shall be subject
to the Village accounting and auditing procedures.
F.Â
In addition to the foregoing powers, duties and functions, the CDA
shall have such other powers, duties and functions related to housing,
community and economic development as are granted to it by the Village
Board.
