No person shall purchase any intoxicating liquor or fermented malt beverage in any glass or open container except for consumption on a licensed premises, and no person shall be in possession of any open glass or other open container containing intoxicating liquor or fermented malt beverage, or drink from the same, on any public way, public street, public park, public baseball playing field operated by the Village within leased property or Village property, sidewalk, boulevard, parkway, safety zone, alley or public lot, or in any motor vehicle parked on a public way, street, alley or public parking lot or public school property or upon any private parking lot or other private areas that are open to public use, unless a lawful permit has been issued.
