[HISTORY: Adopted by the Village Board of the Village of Grafton as Title 9, Part VIII, Ch. 9.80, of the 1979 Code; amended in its entirety 10-16-2017 by Ord. No. 010-2017. Subsequent amendments noted where applicable.]
A. 
General rule. No person shall throw or shoot any arrow, stone, missile, projectile, or any other object, by hand or by any other means, at any person, animal, property or thing.
B. 
Exception for archery. Notwithstanding the prohibition in Subsection A, a person may use a bow and arrow or crossbow at any of the following:
1. 
An archery range officially designated and established by lawful authority;
2. 
Any organized archery activity under the supervision of a public school, private school, or the Parks and Recreation Board.
C. 
Exception for hunting. Notwithstanding the prohibition in Subsection A, a person may use a bow and arrow or crossbow in strict compliance with the exception set forth in § 9.74.011C.1 of this Code.
D. 
Exception for bowfishing. Notwithstanding the prohibition in Subsection A, a person may use a bow and arrow or crossbow for fishing if such use meets all of the following criteria:
1. 
The person is engaged in bowfishing from a boat freely floating on a navigable body of water;
2. 
The arrow or bolt is specific to the task of bowfishing;
3. 
The arrow or bolt is attached to the bow or crossbow by an appropriate cord or line not more than 100 feet in length;
4. 
The person discharges the arrow or bolt on a downward trajectory;
5. 
Any auxiliary lighting used is angled at least 45° towards the water.
E. 
Other laws apply. To the extent bowfishing is permitted by this section, nothing in this section should be interpreted to conflict with or supersede any other law regulating fishing or bowfishing, including by not limited to manner of harvest, seasons or species restrictions.
