City of Washington, PA General Parking Regulations

Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.

§ 335-32 Angle parking required on portions of certain streets.

Angle parking shall be permitted only on portions of streets as designated by the City of Washington by ordinance. On all streets where angle parking is required or permitted, every vehicle parked at the angle shall be parked with its front nearest the curb.

§ 335-33 Parking prohibited at all times in certain locations.

Parking shall be prohibited on all streets at all times as set forth herein:

(1)

On all streets within eight feet of private driveways or when parking of a vehicle is obstructing the free and uninterrupted use of such driveway.

(2)

On all streets within eight feet of any garage entrance or driveway or when parking of a vehicle is obstructing the free and uninterrupted use of a garage entrance or driveway.

(3)

On all streets or parts thereof posted or otherwise designated as no-parking zones or where notice is provided that parking is prohibited in such area.

(4)

On all streets or parts thereof posted or otherwise designated as limited time parking beyond the period of time when parking is permitted.

(5)

On all streets or parts thereof where the adjacent curb or berm area is painted yellow.

(6)

On all streets within 15 feet to any fire hydrant.

(7)

On all streets beyond 12 inches from the curb or edge of the roadway closest to said parked vehicle.

(8)

On all streets or parts thereof marked or otherwise designated as a bus stop or crosswalk.

(9)

On any sidewalk or portion thereof within the City.

(10)

On any street or sidewalk as prohibited by the Pennsylvania Motor Vehicle Code, Title 75.[1]

On any street or portion thereof reserved for handicapped parking, unless the owner or operator of the vehicle first obtains written permission from the City or otherwise displays an appropriate handicapped placard as authorized by the City or the Commonwealth of Pennsylvania. The fine for violation of this Subsection A(11) shall be the sum of $50 if paid pursuant to said notice of violation.

§ 335-34 Parking prohibited; tow-away zone.

Parking should be prohibited at all times in the following location and the Police Department is authorized and directed to exercise their power to have such vehicles towed in accordance with Article VIII of this chapter without notice:

§ 335-36 Parking prohibited in certain locations at certain times for street sweeping and snow removal.

Parking at all parking meters and upon the following streets and roadways shall be prohibited in the following locations at all times on the days and between the hours indicated in this section in order to permit the City to conduct street sweeping, snow removal and other maintenance work upon the City streets, as follows. It shall be unlawful for the owner or driver of any vehicle to park in the following locations at all times on the days and between the hours indicated, as follows:

Any person who violates any provision of Subsection A, upon conviction, shall be sentenced to pay a fine of not more than $300 and costs. The City shall also be free to impound and tow any and all vehicles in violation of this section without notice to the owner of said vehicle. Any and all expenses incurred in connection with the towing of said vehicle shall be the responsibility of the owner of said vehicle, provided that the City made a reasonable attempt to notify the owner prior to impounding and towing said vehicle. It should be the duty of the police officers and/or of the parking enforcement personnel of the City of Washington to report to the City or the Parking Authority all violations of the provisions of this section, indicating in each case the section violated, the location where the violation took place, and any other circumstances attending the violation. The police officer, parking enforcement officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of the applicable ordinance or statute. The notice shall contain instructions to the owner or driver of the vehicle that said owner or driver shall report to the Police Department or the Parking Authority, and that such act and payment will save the violator from prosecution and from payment of the costs prescribed. Failure to make payment in accordance with said notice shall constitute a summary offense which, upon conviction thereof, shall result in the violator being sentenced to pay an additional fine of not more than $300 and costs and, in default of payment of fines and costs, to imprisonment for not more than 30 days.

In addition to the penalties set forth in Subsection B as aforesaid, violation of Subsections A and B shall be subject to the provisions of Article VIII of this chapter.

§ 335-37 Parking of trucks, buses and certain other vehicles prohibited in certain locations.

It shall be unlawful for any person to park or to allow to remain parked, on any of the following streets or parts of streets, any vehicle other than a passenger car (which shall not include any bus, motor home or passenger car attached to a trailer of any kind):

§ 335-38 Parking time limited in certain locations, certain days and hours.

No person shall park a vehicle, or allow it to remain parked, for longer than the time indicated, in any of the following locations, at any time on the days and between the hours indicated:

§ 335-40 Standing or parking on roadway for loading or unloading.

It shall be unlawful for any person to stop, stand or park a vehicle (other than a pedalcycle) on the roadway side of any vehicle stopped or parked at the edge or curb of any street, except that standing or parking for the purpose of loading or unloading persons or property shall be permitted Monday through Saturday, between the hours of 8:30 a.m. and 12:00 noon and for no longer than necessary for the loading or unloading. The spaces in regard to churches shall include Sundays.

§ 335-41 Enforcement; violations and penalties.

Enforcement of Article IV of this chapter and any and all other provisions of the City ordinances related in any way to the stopping or parking of motor vehicles shall be enforced by the City Police Department or the City Meter Enforcement Officers. Any person who shall violate any provision of this Article IV shall be provided with a notice or citation, which shall be attached to the vehicle and which shall instruct the owner or operator of the violation and shall instruct the owner or operator that he or she shall report to the Parking Office at the City Police Station, or another location designated by the City, and pay, for the use of the City, the fine designated on said notice or citation within 24 hours of said notice. In the event the fine is not paid in accordance with this article within 24 hours of such notice, said owner and/or operator of the vehicle shall, upon conviction, be guilty of a summary offense and, upon conviction, be sentenced to pay a fine of not less than $25 and not more than $100, plus costs.

In addition, a citation may be issued against the owner or operator of said vehicle in accordance with the Pennsylvania Rules of Criminal Procedure.

Unless a penalty is otherwise designated in this Article IV, any person who shall violate any provision of this Article IV shall pay a fine of not less than $25 and not more than $250 plus costs within the time period prescribed in this section.

§ 335-42 Impoundment and towing of vehicles in violation.

Any vehicle found to be in violation of this article may be subject to impoundment and towing by the City with or without prior notice, unless otherwise stated herein. The owner of any vehicle towed by the City pursuant to this section shall be responsible for any and all fees and costs associated with the impoundment and towing of said vehicle.
