The purpose of this article is to protect the health of the people of Westwood.
Every person owning, possessing, or having custody of a dog, cat or other animal which has attacked or bitten any person shall, upon notice from the Health Officer or his/her designee for the Borough of Westwood, confine such dog, cat or animal at their expense at such place and under such conditions as may be designated by the Health Officer or his/her designee for a period of not less than 10 days following the aforementioned attack. Any dog, cat or other animal so confined shall not be released from confinement until the Board of Health shall have issued a certificate of release. No such certificate of release shall be issued by the Board of Health until and unless said owner presents the Board of Health with a signed certification from a person licensed to practice veterinary medicine within the State of New Jersey confirming that the said animal is free of disease.
Any person who violates the provisions of this article shall be liable to a penalty of not less than $100 nor more than $500, for each offense, pursuant to the authority of the Board of Health to confine, examine and permit to release animals who have attacked or bitten a person or other animal provided by N.J.S.A. 26:4-78 through 26:4-86.
