This Part shall be known and may be cited as "Office of Borough Secretary Coordinator."

The Borough Secretary Coordinator shall be chosen solely on the basis of his executive and administrative abilities, with special reference to his actual experience in or his knowledge of accepted practices in respect to the duties of his office as herein outlined. The Borough Secretary Coordinator need not be a resident of the Borough or of the State of Pennsylvania at the time of his appointment, but within 60 days after the appointment, must become and during his tenure remain, a resident of the Borough.

1. 
The Borough Secretary Coordinator may be appointed for an indefinite term by a majority of all members of Council. The Borough Secretary Coordinator shall serve at the pleasure of the Council and may be removed at any time by a majority vote of all its members. If Council votes to remove the Borough Secretary Coordinator 30 days' written notice prior to the date on which said Borough Secretary Coordinator is to be removed, setting forth their intention to remove.
2. 
The option is granted to Borough Council, that by majority vote of Council, in lieu of the Borough Secretary Coordinator serving at the pleasure of a majority of Borough Council may vote to set the Borough Secretary Coordinator's position for a specific determined period of time.

The Borough Secretary Coordinator shall receive such compensation as shall be fixed from time to time by the Borough Council.

If the Borough Secretary Coordinator becomes ill or needs to be absent from the Borough for a period in excess of three weeks, the Borough Council shall appoint a qualified Borough employee to perform the duties of the Borough Secretary Coordinator during this absence or disability.

Borough Secretary Coordinator is to receive notice given to all Councilmen of special and regularly scheduled meetings.

1. 
The Borough Secretary Coordinator shall be the Chief Administrative Officer of the Borough and be responsible to the Council for the proper and efficient administration of the affairs of the Borough.
2. 
The powers and duties of the Borough Secretary Coordinator shall include the following:
A. 
Supervise the activities of all Borough departments, with and under the direction of the Chairman of the respective committee or department.
B. 
Assume the office of Borough Secretary Coordinator and discharge all its duties as described in the Borough Code.
C. 
In addition to providing applications to any person interested in securing employment of the Borough, he may recommend either the hiring of a person to a Borough position or the discharge of a person now employed. Further, when directed by a majority of Borough Council, the Borough Secretary Coordinator will carry out all such action as Borough Council deems necessary in regard to the hiring or the discharging of an individual.
D. 
To prepare and submit to Council, before the close of each fiscal year, a budget for the next year and explanatory budget message. In preparing the budget, the Borough Secretary Coordinator, or an officer designated by him shall obtain from the head of each department, agency, board or committee, or any qualified officer thereof, estimates of revenues and expenditures and such other supporting data as he requires. The Borough Secretary Coordinator shall review such estimates and may revise them before submitting the budget to the Council.
E. 
To administer the budget after its adoption by the Council.
F. 
In conjunction with the yearly budget, the Borough Secretary Coordinator, with the Committee Chairmen, will develop long range fiscal plans which will be submitted to the Borough Council for appropriate action.
G. 
To hold such other Borough offices and head such Borough departments as the Council may from time to time direct.
H. 
To attend all regular and special meetings of Council and its committees with the right to take part in the discussions.
I. 
To prepare the agenda for each meeting of Council and supply facts pertinent thereto.
J. 
To keep the Council informed as to the conduct of Borough affairs and submit periodic reports on the condition of the Borough finances and such other reports as Council requests and make such recommendations to the Council as he deems advisable.
K. 
Submit to Council, as soon as possible after the close of the fiscal year, a complete report on the finances and the administrative activities of the Borough for the preceding year.
L. 
Insure that the provisions of all franchises, leases, permits and privileges granted by the Borough are observed.
M. 
Employ with the approval of Council, experts and consultants necessary to perform work and advise on any of the functions of the Borough.
N. 
Attend to the awarding of contracts in due form of law, and supervise the performance and faithful execution of the same except insofar as much duties are expressly imposed by statute upon some other Borough Officer.
O. 
To see that all money due the Borough is promptly received and that proper proceedings are taken for the security and collection of all the Borough's claims.
P. 
To act as the purchasing officer of the Borough as directed by and approved by Borough Council, and to purchase in accordance with the provisions of the Borough Code all supplies and equipment for the agencies, boards, departments and other offices of the Borough. To keep an account of all purchases and from time to time or when directed by Council, make a full written report thereof. Additionally, subject to Borough Council approval, the Borough Secretary Coordinator shall issue rules and regulations, governing the procurement of all Borough supplies and equipment.
Q. 
To receive all complaints regarding Borough services and either individually or by an officer designated by him, investigate and dispose of such complaints, thereafter reporting the same to Council.
R. 
To investigate any grants, subsidies, agency services or programs either on the county, State or Federal level of government, and thereafter with approval of Council, apply for, request or further investigate, said grants, subsidies, agency services or programs.

Commencing fiscal year 1977, an independent auditor shall be appointed, annually, by resolution of the Borough Council before the close of the fiscal year; the auditor so appointed shall be a certified public accountant, registered in Pennsylvania, or a firm of certified public accountants so registered or a competent public accountant or a competent firm of public accountants. The auditor so appointed shall make an independent examination of the accounting records of the Borough for such fiscal year and shall also perform the other duties and exercise the powers as conferred upon him by the Borough Code, 53 P.S. § 45101 et seq.[1]
