The houses and properties upon the general streets of the Borough shall be numbered according to the following system; that is to say, that the initial or starting point of all streets running northerly and southerly shall be at the northern end thereof. The initial or starting point of all streets running eastwardly and westerly and crossing or ending on Wyoming Avenue shall be at said Wyoming Avenue. All portions of streets crossing Wyoming Avenue are to be designated east or west according as such portions shall respectively be easterly or westerly from said Wyoming Avenue. The houses are to be numbered from their initial points beginning at the right hand side to the other, alternately, allowing 16 feet for each number and continuing to the end of the street.

The word "street" or "streets" when used in this Part shall be understood as including alleys, lanes and courts.

Within six days after this Part shall take effect the Borough Engineer, through the Street Commissioner, shall furnish to each owner of any house or property upon any street a written copy of the correct number to which such house or property shall be entitled according to the plan or diagram prepared by the Borough Engineer aforesaid, and that each owner shall within 10 days after said notice has been forwarded cause said number to be placed in a conspicuous place upon such property in a permanent and durable manner.

In case of vacant ground the numbers are to be assigned at the rate of one number for every 16 feet of footage; but no number shall be required to be placed on said vacant ground until such time as a building shall be erected thereon in which case the Borough Engineer, through the Street Commissioner, shall cause such building to be properly numbered as provided in § 4-103.

It shall be the duty of the Chief of Police promptly to report to the Mayor all owners of property who shall have failed to comply with the requirements of this Part.

Any person neglecting or refusing to comply with the provisions of § 4-103 of this Part, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and reasonable attorney fees and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.
