This Part shall be known and may be cited as regulation of the posting and distribution of bills, placards, notices and handbills within the Borough of Wyoming.

1. 
No person, firm or corporation shall post up or affix in any manner any bill, placard or notice, either written or printed, upon any fence, wall, post, tree or upon any part of any building in said Borough, without the previous consent of the occupants thereof, or, if there be no occupants, without the previous consent of the owners thereof; nor upon any building, sidewalk, curbstone, tree, fence or lamp post belonging to said Borough without the consent of the Chairman of Borough Council.
2. 
No person, firm or corporation shall cast or place onto the streets of the Borough of Wyoming, sidewalks, yards, porches or vestibules of any building, any paper, advertisement or handbill without the previous consent of the occupants thereof, or, if there be no occupants, without the previous consent of the owners thereof; where said property is owned by the Borough of Wyoming, the said consent must be received by the Chairman of the Borough Council. Nothing herein shall be held to apply to newspapers or mail delivered by the United States Postal Service.
3. 
Exclusions. This Part does not apply to the posting of Borough ordinances or other official notices.

Where consent has been received to post a bill, placard or notice, or distribute the same for a special event, such as, but not limited to entertainment, sports or political elections, said bill, placard or notice must be removed within 48 hours of the conclusion of said event.

Where a party has failed to comply with § 13-432, Subsection 1, of this Part, said party shall be liable to a fine of not less than $3 per bill, placard or notice, nor no more than $5 per bill, placard or notice, not-to-exceed a total amount of $100.
2. 
Where a party has failed to comply with § 13-432, Subsection 2, of this Part, said party shall be liable to fine of not less than $5 nor no more than $100.
