and action taken at any meeting shall require the affirmative vote
of that majority.

to Borough Council on issues related to parks and recreation and shall
refer their conclusions, recommendations and opinions to Borough Council
for appropriate action. The functions of the Board shall be:
A.Â
To help preserve, promote, maintain and expand the recreational places,
land, and offerings of the Borough;
B.Â
To study and discuss issues and present proposed policies and programs
affecting parks and recreation to the Borough Council;

The Board shall keep a full record of its business and shall
no less than annually make a written report of its activities to the
Borough Council. Interim reports may be made as often as may be necessary
or as requested by the Borough Council.
