A recreation board is hereby reestablished by the Borough of Narberth to be designated as the "Narberth Parks and Recreation Board."
A. 
The Borough Council shall appoint all members of the Parks and Recreation Board. The Parks and Recreation Board shall consist of seven members. The term of each of member of the Parks and Recreation Board shall be for four years or until a successor is appointed, except that the terms of the members of the existing Parks and Recreation Board shall continue until the end of the terms for which they were appointed. The terms of the members shall be staggered so that at least one member's term expires annually. The Chairperson of the Parks and Recreation Board shall promptly notify Borough Council of any vacancies on the Parks and Recreation Board and such vacancy shall be filled by the Borough Council for the unexpired term.
B. 
All members of the Parks and Recreation Board shall be residents of the Borough of Narberth.
C. 
The members of the Parks and Recreation Board shall serve without compensation, but they may be reimbursed for expenses necessary to carry out the objectives of the Board when those expenses are deemed necessary and appropriate and have been approved by the Borough Council and appropriated in the annual budget.
D. 
A member of the Parks and Recreation Board shall be immediately and automatically removed if, at any time during the member's term, such member no longer maintains a residency in the Borough. Additionally, any member of the Board once appointed may be removed from office for malfeasance, misfeasance, or nonfeasance in office or for other just cause by a majority of vote by Borough Council taken after the member has received 15 days' advance notice of the intent to take such a vote. A hearing shall be held in connection with the vote if requested by the member in writing. Any appointment to fill a vacancy created by a removal shall be only for the unexpired term.
A. 
The Parks and Recreation Board shall elect its own Chairperson, Vice Chairperson, and Secretary, and, upon approval of Borough Council, may create and fill such other offices as it may determine necessary.
B. 
The Board shall keep records of its resolutions, transactions, findings, and determinations, and such records shall be public records, subject to the exceptions of the Pennsylvania Right to Know Law, 65 P.S. § 67.101 et seq.
C. 
A majority of the Parks and Recreation Board shall constitute a quorum, and action taken at any meeting shall require the affirmative vote of that majority.
The Parks and Recreation Board shall serve as an advisory body to Borough Council on issues related to parks and recreation and shall refer their conclusions, recommendations and opinions to Borough Council for appropriate action. The functions of the Board shall be:
A. 
To help preserve, promote, maintain and expand the recreational places, land, and offerings of the Borough;
B. 
To study and discuss issues and present proposed policies and programs affecting parks and recreation to the Borough Council;
C. 
To ensure that every citizen and organization in the Borough may enjoy and freely use, on equal terms, so far as circumstances permit, the public recreation resources and facilities of the Borough.
The Board shall keep a full record of its business and shall no less than annually make a written report of its activities to the Borough Council. Interim reports may be made as often as may be necessary or as requested by the Borough Council.
