Pursuant to § 66.1201, Wis. Stats., the Housing Authority of the City of Watertown is created or reaffirmed, as necessary or most publicly expedient; the Housing Authority of the City of Watertown, which shall have all powers allocated to it under § 66.1201, Wis. Stats., shall assume:
A. 
Any HUD projects undertaken by the former Community Development Authority of the City of Watertown as of December 20, 2016, which shall hereafter be transferred to and administered by the Housing Authority. Any procedures, hearings, actions or approvals taken or initiated by the former Community Development Authority under § 66.1201, Wis. Stats., on pending projects are deemed to have been taken or initiated by the Housing Authority as though the Housing Authority had originally undertaken such procedures, hearings, actions or approvals.
B. 
Any form of indebtedness issued by the former Community Development Authority related to HUD projects shall be assumed by the Housing Authority, except as indicated heretofore.
C. 
Any form of title to real estate owned by the former Community Development Authority on which HUD projects occur shall now vest in the Housing Authority without further action or conveyance, and all conveyance hereto made by the Housing Authority of real or personal property is ratified and confirmed in all respects.
D. 
Any ownership or control of assets currently owned by the former Community Development Authority related to HUD projects shall hereby be transferred to the Housing Authority.
E. 
All contracts related to HUD projects entered into between the federal government and the former Community Development Authority, or between the former Community Development Authority and other parties, shall be assumed by the Housing Authority. Contracts for disposition of real property entered into by the former Community Development Authority with respect to any HUD project shall be deemed contracts of the Housing Authority without the requirement of amendments thereto. Contracts entered into between the federal government and the former Community Development Authority related to HUD projects shall bind the Housing Authority in the same manner as though originally entered into by the Housing Authority. The Housing Authority may execute any necessary, convenient or appropriate documents or instruments to reflect its assumption of the obligations set forth hereunder. The Housing Authority shall be constituted pursuant to and as provided by § 66.1201(5), Wis. Stats.; the Housing Authority Commissioner terms, office qualifications and qualities shall be as fixed pursuant to and as provided by § 66.1201(5), Wis. Stats.
