This Part shall be cited and known as the "Private Sewer Line Cleaning Ordinance."

In enacting this Part, it is the desire of the Borough of Wyoming to provide its taxpayers with assistance in unblocking sewer lines which run from the taxpayer's home to the main sewer line. It is the intention of the Borough to go onto the premises of the taxpayer, into their home if necessary, and through the use of sewer cleaning equipment run a line to clear and unblock the private sewer line which runs from the taxpayer's home to the main sewer line. It is not the intention to operate any earthmoving equipment to dig or remove dirt upon the taxpayer's property, or to amend or repair any broken private sewer lines. The efforts of the Borough are limited to exercising a reasonable effort to clear or unblock the private sewer line through a single approach of running a line or "worm" to unblock the private sewer line.

Any taxpayer desirous of using the services of the Borough to unblock their private sewer line, will pay in advance a fee in an amount as established, from time to time, by resolution of the Borough Council. This fee will cover the service of the Borough for all efforts exercised by the Borough during any one calendar day. All subsequent days for which the Borough is called upon to again perform services at the taxpayers property, will require in advance, the payment of a fee.

Property owners seeking the services of the Borough agree to release the Borough, its officers and agents, from any claims which may arise as a result of an act of commission or omission, which said act results in property damage to the said taxpayer. Such property damage for which the taxpayer agrees to release its claim, includes by way of illustration and not limitation, damage to the private sewer line, or lateral, which extends from the taxpayers residence to the main sewer line.
2. 
Each taxpayer desirous of obtaining the Borough services agrees to sign a release prepared by the Office of the Borough Manager, prior to the commencement of work.
