[HISTORY: Adopted by the Village Board of the Village of Footville 9-5-1985 (Ch. 27, § 27.23, of the 1990 Code). Amendments noted where applicable.]
As used in this chapter, the following terms shall have the meanings indicated:
SATELLITE TELEVISION ANTENNA
An antenna, the purpose of which is to receive television or radio signals from orbiting satellites.
A. 
In all zoning districts, private noncommercial radio television antennas and towers are permitted as accessory structures.
B. 
In all zoning districts, ground-mounted and roof-mounted satellite television antennas are permitted as accessory structures.
Roof-mounted satellite television antennas shall not extend more than 10 feet above the height limit established for the zone in which the structure is located. Exceptions to these height requirements may be made by the approval of a variance under § 245-7 of this chapter.
In residential zones, ground-mounted satellite television antennas shall not exceed 15 feet in height above the ground unless a variance is approved under § 245-7 of this chapter. In all other zoning districts, ground-mounted satellite television antennas shall not exceed 20 feet in height above the ground unless a variance is approved.
A. 
All antennas and the construction and installation thereof shall conform to applicable Village building code and electrical code regulations and requirements.
B. 
Only one satellite television antenna, not more than 12 feet in diameter, shall be allowed on an individual lot.
C. 
Dish-shaped antennas attached to a wall or roof of a building shall be certified as structurally sound by a registered Wisconsin professional engineer. All installations shall meet a minimum wind load design velocity of 80 mph.
D. 
No advertising messages shall be allowed on dish or framework.
E. 
Portable or trailer-mounted stations shall be allowed only for on-site testing and demonstrations within a forty-eight-hour time limit.
F. 
Electrical installations with the stations shall be grounded, and the signal and current cable to the television set shall be buried.
G. 
Federal Communications Commission standards shall apply in cases of interference with radio and television reception on adjacent properties.
A. 
Satellite television antennas shall not, in any case, be installed in a front yard, nor be so located as to create a nuisance.
B. 
In residential areas, an eight-foot side yard and rear yard setback is required. In commercial areas, a ten-foot side yard and rear yard setback is required. In industrial areas, a twenty-foot side yard and rear yard setback is required. Setback measurements shall be to the closest point on the dish.
A variance can be granted by the Village Board, providing the applicant can prove abiding by these regulations would create a hardship.
A permit is required for the installation of a satellite television antenna. The permit may be obtained from the Village Building Inspector for a fee of $15.
