From and after the passage of this article, all persons and
establishments purchasing water from the Borough of Bath shall, at
the discretion of Borough Council of the Borough of Bath, install
and maintain a water meter at their expense and thereafter pay for
water used by them as reflected by said meters at rates which may
hereafter from time to time be established by Borough Council of the
Borough of Bath.[1] Said meters to be purchased by and remain the property
of the Borough.
