This chapter shall be known as the "Pawnbrokers and Second Hand
Dealers Ordinance." The purpose is to regulate and monitor transactions
in personal property which have been observed to be the subject of
theft and illicit transfer. The terms and provisions of the Pennsylvania
Pawnbrokers License Act, 63 P.S. §§ 281-1, et seq.,
are incorporated herein and made a part hereof.

The following terms shall have the meanings as set forth below:
The Township of North Versailles.
Any person, firm, partnership, corporation or other business
entity whose business includes any transaction wherein there is a
lending of money.
Any personal, tangible property of any description having
any value, including but not limited to, jewelry, watches, clocks,
diamonds, precious stones, cameras, cassettes, televisions, firearms
of any type, computers, wearing apparel, auto accessories, any metal
or commodity such as gold, silver, brass, copper, steel, palladium
or magnesium. Used household furniture is excluded.
Any person, firm, partnership or corporation whose business
is the retail buying, selling, buy-back, exchanging, dealing in or
dealing with secondhand articles and property. The term "secondhand
dealer" shall not apply to any entity that does not purchase secondhand
articles directly from the general public.
