No person may ride on in-line skates (also known as "roller blades") or on a skateboard, on roller skates or on a scooter at any of the following locations or facilities within the Village of Footville:
A. 
On the roof of any structure within the Village, including, but not limited to, any structure within the municipal park.
B. 
In, on, or under any portion of the grandstand located in the municipal park.
No person may ride on a bicycle on any portion of a sidewalk or roadway within the Village where riding of bicycles is prohibited by an official sign erected giving notice thereof.
No person may ride on in-line skates on any portion of any sidewalk or roadway within the Village where riding on in-line skates is prohibited by an official sign erected giving notice thereof.
A. 
No person may ride on a skateboard, on roller skates or on any scooter upon a roadway within the Village pursuant to Sec. 346.78, Wis. Stats.
B. 
No person may ride on a skateboard, on roller skates or on any scooter on any portion of any sidewalk within the Village where riding on a skateboard, on roller skates or on a scooter is prohibited by an official sign erected giving notice thereof.
The locations where riding on a bicycle, on in-line skates, on a skateboard, on roller skates or on any scooter is prohibited in accordance with §§ 303-2, 303-3 and 303-4, above, shall be determined, from time to time, by the Village Board by adoption of a resolution setting forth those locations. The adoption by the Village Board of a resolution setting forth such locations in respect to the riding of bicycles on a roadway shall occur after a public hearing in respect thereto, preceded by a Class I notice of the hearing.
Bicycles shall be operated within the Village in accordance with the provisions of Wisconsin Statutes Chapters 340 to 348, adopted by reference as part of this Municipal Code.
All persons riding on in-line skates, on a skateboard, on roller skates or on any scooter, where permitted on any sidewalk or roadway, shall:
A. 
Exercise due care and prudence at all times.
B. 
Ride as close as practicable to the right edge or curb of the roadway.
C. 
Ride single-file upon the roadway.
D. 
When passing a vehicle, allow at least three feet of clearance.
E. 
Yield the right-of-way to all pedestrians.
F. 
Wear, during hours of darkness, a light or reflective material that is visible for 500 feet to the left, right, front and rear when on a roadway.
G. 
Obey all official traffic signs and signals governing vehicular traffic.
H. 
Upon entering a roadway, yield the right-of-way to all vehicles.
No person riding on in-line skates, on a skateboard, on roller skates or on any scooter, where permitted on any sidewalk or roadway, shall:
A. 
Attach himself or herself to or be towed by any vehicle upon any roadway.
B. 
Participate in any game, race, or endurance contest upon any roadway.
C. 
Ride at a speed greater than the speed limit applicable to vehicular traffic on the roadway.
D. 
Ride at a speed greater than 10 mph on any sidewalk.
Any person who violates any provision of this section shall, upon conviction thereof, be subject to a forfeiture in the amount of $10 and the costs of prosecution.
