A.
The sale, possession, display, maintenance or keeping of carnivora,
innately wild animals, non-human primates and venomous reptiles within
the City is unlawful unless such animals are kept with a written permit
from the Missouri Department of Conservation or a Federal permit to
transport and display such animals or for bona fide circuses and carnivals.
1.
Carnivora shall, include, but not be limited to, the following
families, with representatives of those families as indicated:
a.
Ursidae: Bears.
b.
Canidae: Wolves, coyotes, foxes, or the hybrid offspring of
such canidae (including, but not limited to, domestic dog —
canidae crosses).
c.
Hyaenidae: Hyenas.
d.
Felidae: Lions, tigers, leopards, American lions (commonly known
as "pumas," "cougars," and "panthers"), cheetah, bobcats, ocelots,
jaguars, servals, African panthers, lynx, margays.
e.
Procyonidae: Raccoons and relatives.
f.
Mustelidae: Weasels, skunks, and relatives.
g.
Viverridae: Binturongs, civets and relatives.
2.
Innately wild animals shall include all members of the order
Carnivora which are all meat-eating animals, excluding domestic breeds
of dogs and cats.
4.
Venomous reptiles shall, include, but not be limited to, the
following families:
a.
Colubridae: [two (2) genera only], Dispholidus (boomslang) and
thelotornis (twig snakes).
b.
Elapidae: Cobras, kraits, coral snakes and relatives.
c.
Hydrophilidae: Sea snakes.
d.
Viperidae: Vipers, adders.
e.
Crotalidae: Pit vipers (commonly known as "rattlesnakes," "water
moccasins," "copperheads").
f.
Helodermatidae: Gila monsters.
B.
Large Animals Prohibited. Keeping or maintaining hogs/swine, goats,
donkeys, mules, sheep, emu, ostrich or any other animal which, when
fully grown would typically weigh over thirty (30) pounds, other than
dogs, cattle and horses, within the City limits is prohibited, unless
otherwise allowed herein.

C.
Horses And Cattle. Horses and cattle may be kept or maintained within
the City limits but only on tracts of land consisting of not less
than fifteen (15) acres and not less than four hundred (400) feet
from the property line of any adjoining property containing a residence
or dwelling place. No more than one (1) of such animals per acre of
land shall be allowed.
D.
No person shall keep or maintain rabbits, chickens, domesticated
Vietnamese pot-bellied pigs, ducks, turkeys, or other domestic fowl
at any except as follows:

1.
Written application along with fifteen dollars ($15.00) application fee shall be made to the Community Service Official through the City Clerk's Office indicating the location of such animals to be kept, the type and size of enclosure and the maximum number of each type of any animal to be kept at the premises and submitted along with permissions required as indicated herein. In the event that the Community Service Official finds that the location, number of animals, type of enclosure and permissions obtained are appropriate, the Community Service Official may grant approval for such and such approval shall be given in writing. In the event that the Community Service Official deems the location, type of enclosure or number of animals not suitable for any reason the official may deny such application and any denial of such permission may be appealed to the Board of Aldermen. Permission granted herein may be withdrawn by action of the Board of Aldermen for good cause, which may include an unapproved number of animals, enclosures that are unapproved or deteriorated, violations of Section 205.040 or other good cause.

2.
Unless all animals are kept at least four hundred (400) feet from any adjoining property line, written permission shall be required from all owners and any leaseholders of property located within one hundred (100) feet of the property lines of the property at which such animals are located. No new permission shall be required from new owners or new tenants of adjoining properties. Written permissions may specify the type, location and/or number of animals for which permission is given. Such written permission shall not absolve the animal owner from compliance with other provisions of City Code, including but not limited to Section 205.040.
3.
Special guidelines for roosters:
a.
One (1) rooster is permitted and must be kept four hundred (400)
feet from any adjoining property line.
b.
One (1) rooster is permitted to be kept less than four hundred
(400) feet for bona fide youth educational programs as determined
and allowed by the Community Service Official. The allowance or denial
of such determination may be appealed to the Board of Aldermen.

c.
Property owners with existing rooster(s) as of July 1, 2016
not meeting the four hundred (400) feet requirement are permitted
to keep one (1) rooster until it dies. Any rooster obtained after
that must meet the four hundred (400) feet requirement.
4.
Commercial businesses selling animals shall be exempt from the
permit process herein. School facilities keeping animals for educational
purposes shall be exempt from the permit process herein.
E.
Swine shall not include domesticated Vietnamese pot-bellied pigs of which one (1) per household may be kept in the City of Camdenton provided that males over the age of four (4) weeks and females over the age of one hundred twenty (120) days are neutered and adult pigs do not exceed ninety-five (95) pounds in weight. All such animals must be of proven purebred lineage, and the owner must be able to produce litter papers to verify pedigree. In addition, pigs over the age of one hundred twenty (120) days must be registered and licensed as required of dogs in Sections 205.080 and 205.090 of this Code. Owner must receive a certificate of immunization from a licensed veterinarian that such Vietnamese pot-bellied pig has been vaccinated against pseudorabies prior to issuing such license. Articles I and II applicable to dogs shall also apply to domesticated Vietnamese pot-bellied pigs. Sections of this Article applying to animals in general shall also apply to domesticated Vietnamese pot-bellied pigs. The requirements of Subsection (D) herein shall also be met.

F.
No person may keep bees or beehives unless such beehives are located
more than one hundred (100) feet from the nearest property line. The
maximum number of beehives shall be two (2) per acre.

A kennel shall be any establishment which has more than three
(3) dogs or more than three (3) cats. Kennels are not allowed in any
residential zoning district. In other districts, written application
for a kennel business license shall be made. Fee per dog or cat shall
be assessed according to this Code. The Community Service Official
and/or members of the Administration Department shall be allowed to
inspect such kennel to determine its compliance with all laws and/or
regulations.

A.
The Community Service Official shall take into custody any animal
found at large in the City and shall impound the animal. Each impounded
animal shall be held for a period of at least one (1) week, at the
end of which time the animal shall be deemed abandoned. The Community
Service Official shall make diligent efforts to determine the owner
of the animal and notify the owner of the impoundment.

B.
If the owner of the animal fails or refuses to claim and repossess
the dog by the payment of the proper fee as prescribed in this Section
within one (1) week of acknowledging ownership of such animal, the
animal shall be deemed abandoned. No animal that has not been licensed
and vaccinated shall be released unless the person redeeming the animal
licenses and/or vaccinates such animal.
C.
The Administration Department shall establish from time to time a
schedule of fees for redemption of animals which shall reimburse the
City for approximate average costs for impoundment, shelter, food,
transportation and Community Service Official time. This schedule
may impose higher costs for repetitive redemptions for the same owner.
