Except in necessary defense of person and property and except as provided in § 99-3 of this article, the use or discharge of any rifle, revolver, shotgun, air gun, slingshot, beanie, bow and arrow, paint ball gun, or any implement which impales or propels by force any object of any kind is prohibited within the limits of the Borough.
The use or discharge of any blank cartridge in any rifle, revolver, shotgun, pistol, flobert rifle, miniature cannon, or any facsimile of a firearm is prohibited within the limits of the Borough.
This chapter shall not apply to:
A. 
Persons licensed to hunt in this Commonwealth while actually engaged in hunting activities where permitted under the laws of the Commonwealth of Pennsylvania.
B. 
Members of any organization incorporated under the laws of this Commonwealth engaged in target shooting upon the grounds or property belonging to or under the control of such organization.
C. 
Any law enforcement officers when used in the discharge of their official duties or training activities.
A. 
Any person, firm or corporation who violates a provision of this chapter, or who fails to comply therewith, or with any of the requirements thereof, shall be, upon conviction thereof, sentenced to pay a fine of not more than $600 for each violation, plus costs, and in default of payment of said fine and costs, to imprisonment to the extent permitted by law for the punishment of summary offenses.
B. 
A separate offense shall arise for each day or portion thereof in which a violation is found to exist or for each section of this article found to have been violated.
C. 
The Borough may also commence appropriate actions in equity, at law or other to prevent, restrain, correct, enjoin or abate violations of this article.
D. 
The initial determination of chapter violation and the service of notice of violation are hereby delegated to the Borough of Ingram Police Department. In addition, the Borough's Building Inspector and Code Enforcement Officer shall also have the authority to determine violation and issue a citation.
