The purpose of the Historic District Ordinance is to promote
the education and cultural, economic and general welfare of the public
through the preservation and protection of buildings, places and districts
of historic interest. By the maintenance of landmarks in the history
of architecture of the Town, state or nation, and through the development
of appropriate settings for such buildings, places and districts,
there is hereby established a historic district in the Town of Lyme
to be known as the "Hadlyme Ferry Historic District."
A.Â
A Historic
District Commission is hereby established which shall consist of five
members and three alternate members, all of whom shall be electors
of the Town, holding no salaried Town office. The members of said
Commission shall be appointed by the Board of Selectmen and the regular
members shall be appointed in such manner that the term of at least
one member shall expire each year, and their successors shall be appointed
in like manner for terms of five years, and alternate members shall
be appointed for a term of three years. An appointment to fill a vacancy
shall be for the duration of the unexpired term.

B.Â
At least
three members and two alternate members of the Commission shall be
residents within the historic district.
C.Â
Within
a period of 30 days after the appointment of the original members
of the Commission the regular members shall meet and elect a Chair,
Vice Chair and a Clerk from its own members.
D.Â
Alternate
members shall not participate in any election of officers of the Commission.
In all other matters, in case of inability to act because of absence,
sickness or self-interest on the part of a member of the Commission,
his place shall be taken by an alternate member designated by the
Chair. Alternates shall be chosen in rotation. If an alternate is
unavailable to serve at any time, such shall be recorded in the minutes
of that meeting.

All members
shall adopt rules of procedure not inconsistent with the provisions
of the statutes of the state and may, subject to appropriation, employ
clerical or technical assistants or consultants and may accept money
gifts and expend the same for such purpose.
F.Â
The Historic
District Commission may, from time to time, adopt such guidelines
for construction and alterations for the preservation and protection
of the historic district. These guidelines shall be considered in
issuing any certificate of appropriateness.
G.Â
The Historic
District Commission shall have such powers and perform such functions
and shall be subject to such limitations as shall, from time to time,
be provided by the General Statutes of Connecticut.
Historic District No. 1 shall be bound as follows:
The northern boundary of the proposed District commences at
a point at the southern bulkhead of the ferry slip, then eastward
along the south boundary of Ferry Road to a point determined by projection
of the northwest boundary of property #1, then north east along this
line to property #1 and following the boundaries of said #1 back across
Ferry Road to #1C frontage, then eastward to a projection of the west
boundary of #2, then north along this line to the rear of #2, then
east to #3 and north along this west boundary to the County line,
then eastward to a point 100 feet +/- across Geer Hill Road, then
southeast along a projection of the rear line of lot #15 to a point
at the intersection of the rear lines of #15 and #17, then east along
a line 250" +/- north of and parallel to Ferry Road to the projection
of the east boundary of the Luther Cemetery, then south to the rear
line of #21 at which point go east to the intersection of the eastern
boundary of #21, then south along this line to the south boundary
of Ferry Road, then east along this shoulder to the creek;
thence running southward and westerly along the Creek to a point
in the rear of the Schwartz property #16 from which it would run westerly
along the south (rear) boundaries of Reynolds (#12) and Wilson (#22)
properties to the southwest corner of #12 and thence projecting across
the Prowell property (#11) to the eastern boundary of the Horwath
property (#11), thence along the boundary of the Broom property (#9)
and thence running southerly along this line 300 feet +/- to a point
marking the junction of the south and east boundaries of this property,
then westward to the River bank.

Regulations and orders of the Commission shall be enforced by
the Zoning Enforcement Officer who is authorized to inspect and examine
any building, structure, place, or premises and to require in writing
the remedying of any condition found to exist therein or thereon in
violation of any provision of the regulations or orders made upon
authority of said sections or of any regulations or ordinance adopted
under said sections.
