A. 
The Village Board may employ a Village Manager.
B. 
Duties and responsibilities. The Village Manager shall be the chief administrative officer of the Village and shall be responsible for the overall supervision of all Village offices and departments except those of Municipal Judge, Public Safety Director and the Village Attorney. The Village Manager shall be responsible for the proper interpretation and efficient execution of all policies and programs established by the Village Board and assigned to the departments and officers under his supervision.
C. 
Offices. The Village Manager shall be an ex officio member of all boards, commissions and committees appointed by the Village President or the Village Board, with the right and duty to participate in all deliberations and action, but without vote.
D. 
Employment contract. The Village Board and the Village Manager may enter into an employment contract. Said employment agreement may elaborate in greater detail the duties and responsibilities consistent with those enumerated in Subsection B above. The salary, benefits and conditions of employment shall be as agreed to by said employment agreement.

The Village Board may appoint an Assistant Village Manager.

There is created the Department of Building Services under the direction of the Village Manager. The Village Board shall appoint a Building Inspector who shall be head of the department, performing such inspection and other duties as the Village Manager may direct from time to time.

There is created the Department of Public Works under the direction of the Village Manager. The Village Board shall appoint a Public Works Director, who shall be head of the department, performing such inspection and other duties as the Village Manager may direct from time to time.

The Police Chief shall be appointed by the Police Commission.
School crossing guards are authorized to direct and guide school children and other traffic at school crossings to which they may be assigned from time to time on days when public, private or parochial schools are in session. No school crossing guard shall have the power of arrest. Training and supervision shall be under the direction of the Police Department.
