A civil defense emergency is hereby declared to exist, requiring special regulation of vehicular traffic and parking, whenever there shall be declared by the authorities responsible for so doing, either a civil defense alert, whether strategic or tactical, or a civil defense test exercise, necessitating the evacuation of persons from the City of Milwaukee and its suburbs in order to properly provide for the public safety under such conditions. Such emergency is declared to continue for 24 hours after the announcement of any strategic alert, or an indefinite period until revoked by the civil defense authorities calling said alert or by proclamation of the Village President after any tactical alerts, and for a period commencing two hours before and extending until four hours after the conclusion of any announced test exercise.
The civil defense escape routes to which the provisions of this section shall apply are those which are designated on such "Civil Defense Escape Route Plan of the Village of Whitefish Bay," as may from time to time be adopted by the Village Board.
Not withstanding any other provisions of this Chapter 6 of the Code of the Village of Whitefish Bay, whenever a civil defense emergency shall exist, the following traffic regulations shall apply:
A. 
All lanes of each street or highway designated as a civil defense escape route, including those divided by a center strip, shall be restricted to one-way traffic moving in direction from the center of the metropolitan area toward its outer limits. It shall be unlawful for any person to operate any vehicle thereon in the opposite direction.
B. 
It shall be unlawful for the operator of any vehicle to cross any civil defense escape route.
C. 
It shall be unlawful for the operator of any vehicle to enter any civil defense escape route at any point except one where entry is authorized on the escape route plan.
D. 
It shall be unlawful for any person to park any vehicle or permit any vehicle to remain standing on any civil defense escape route.
E. 
Because of the necessity for keeping all lanes of traffic open for the movement of vehicles under a civil defense emergency, whenever any traffic officer shall find a vehicle parked or in anyway blocking the free movement of traffic over any civil defense escape route, he is authorized to move or direct the removal of such vehicle to a position off the escape route.
F. 
The Chief of Police may promulgate appropriate detailed orders relative to control or immobilization of traffic during a civil defense emergency and upon the filing thereof with the Clerk-Treasurer, such requirements shall be a part of this section, of the same force and effect, and the penalties hereinafter prescribed shall apply to any violation of such orders.
