Pursuant to § 66.0113, Wis. Stats., the Village of Whitefish Bay hereby elects to use the citation method of enforcement of ordinances including those for which a statutory counterpart exists.
A. 
The citation.
(1) 
The citation shall provide for the information required in § 66.0113(1)(b), Wis. Stats.

(2) 
The form of the citation to be used by the Village is attached hereto and is made a part of this article by reference.[1]

B. 
Schedule of deposits.
(1) 
The cash deposits for the various ordinances for which a citation may be issued are as established on the deposit schedule adopted by the Village Board, a copy of which is on file with the Village Clerk-Treasurer.

(2) 
Deposits shall be made to the Clerk of Municipal Court of Whitefish Bay, who shall provide a receipt therefor.
C. 
Issuance of citation.
(1) 
A law enforcement officer may issue citations authorized under this article.
(2) 
Village officials. The following Village officials may issue citations with respect to those specified ordinances which are directly related to their official responsibilities:

(a) 
Village Manager.
(b) 
Building Inspector.
(c) 
Health Inspector.
(d) 
Fire Chief.
(e) 
Police Chief.
(f) 
Director of Public Works
(3) 
Such Village officials may delegate their authority to issue citations to their subordinates.
D. 
Procedure. Section 66.119(3), Wis. Stats., relating to violator's options and procedure on default, is hereby adopted and incorporated herein by reference.
E. 
Nonexclusivity.
(1) 
Other ordinance. Adoption of this article does not preclude the Village Board from adopting any other ordinance or providing for the enforcement of any other law or ordinance relating to the same or other matter.
(2) 
Other remedies. The issuance of a citation hereunder shall not preclude the Village or any authorized officer from proceeding under any other ordinance or law or by any other enforcement method to enforce any ordinance, regulation or order.
F. 
Severability. If any provision of this article is invalid or unconstitutional, or if the application of this article to any person or circumstances is invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the provisions or applications of this article which can be given effect without the invalid or unconstitutional provision or applications.

It shall be among the responsibilities of Community Service Officers to monitor enforcement of Village Code provisions regarding littering, unshoveled sidewalks, animals and park hours. For that purpose, Community Service Officers are authorized to issue citations for offenses under § 7-2; Chapter 7, Streets and Sidewalks, Article IV, Snow and Ice Removal; §§ 8-24, 8-25, and 8-65; and § 15-32G and H of this Code. The delegations of this authority to Community Service Officers shall in no way limit the continuing authority of police officers to also issue citations for such offenses.
