Based on legislative findings and declarations:
A.

B.
The costs of conventional housing construction, mortgages, land and utilities have increased tremendously, making it difficult for the majority of the population to afford conventional housing.
C.
The community has responsibility to encourage alternate means of housing.
D.
The design, durability and appearance of manufactured housing has improved significantly so that many manufactured homes are difficult to distinguish from conventional homes.
