The purpose and intent of this Part is to ensure that contractors
that perform home improvement contracts, as defined in the Pennsylvania
Home Improvement Consumer Protection Act, Act of October 17, 2008,
P.L. 1645, No. 132 ("Act"), in the Township are registered with the
Commonwealth of Pennsylvania as required by the Act.

The terms "contractor" and "home improvement contract" as used
in this Part shall have the same definition as those terms have in
the Act, as amended.

All contractors that seek to perform home improvement contracts
in the Township shall, prior to receiving a building or other permit
from the Code Enforcement Officer or Department for any home improvement
contract in the Township, provide proof to the Township that the contractor
is registered with the Commonwealth of Pennsylvania as required by
the Act, as amended. No contractor performing a home improvement contract
in the Township shall be required to register with the Township, obtain
a license from the Township or pay a fee to the Township to meet the
requirements of this Part. Any contractors not covered by the Act
or performing contracts other than home improvement contracts must
register with the Township and pay all applicable fees related thereto.

Any person, firm or corporation violating § 13-303 of this Part, upon conviction in a summary proceeding by a magisterial district justice, shall be sentenced to pay a fine for the use of the Township of not less than $300 nor more than $1,000 plus costs of prosecution.
