This chapter provides an incentive, in the form of a multiyear grant as part of the Planning Department's mission, "All matters related to planning and zoning, land use, zoning and building code enforcement in the City," that focuses on neighborhood preservation that will offer owners of multifamily dwellings and/or offices that were originally designed and constructed as a single-family structure, to apply for a monetary incentive to convert and maintain those structures back to single-family usage, upon project completion.
Throughout the City of Havre de Grace, there are a number of single-family structures that for a variety of reasons were converted to multifamily dwellings and/or office use. The goal of this chapter is to incentivize those property owners in areas depicted by this legislation (Exhibit A[1]) to return those structures to their original single-family use. The intention of this chapter is to restore such properties which in turn should result in a positive benefit for the greater community as a whole, by restoring, preserving and enhancing neighborhoods.

A. 
The owner who converts a property under this incentive shall receive a monetary award up to the amount depicted in Exhibit B[1], but cannot exceed the annual City property tax amount nor the total cost of the project. The multiyear conversion grant shall commence the fiscal year following the completion of the conversion as specified in Exhibit C.[2]

B. 
Any property conversion in progress or that has occurred prior to the adoption of this chapter is not eligible for the grant incentive.
C. 
A property that is recognized under this chapter and for any reason is converted or used for anything other than as a single-family property will immediately be disqualified from any future years of the conversion incentive grant.
The conversion incentive grant for multifamily dwellings and/or offices to a single-family dwelling may be transferable to a new property owner as long as the property remains as a single-family residence.

An annual amount of funding shall be determined by the Mayor and City Council each year during the budget process, based on the number of qualifying applications proposed and those previously approved. The Mayor and City Council reserve the right to suspend, modify or terminate the program in any given budget year.
The qualifying geographic area may be increased or decreased at the discretion of the Mayor and City Council in the form of an amendment to Exhibit A, Geographic Area.[1]
