The purpose of this chapter is to regulate, to the greatest extent permitted under the New York Penal Law, the public display of fireworks so as to prevent the start or spread of fires and explosions and to protect the health, safety and public welfare of the residents of the Incorporated Village of Island Park.
As used in this chapter, the following terms shall have the meanings indicated:
FIREWORKS
Means and includes any blank cartridge, blank cartridge pistol or toy cannon in which explosives are used; firecrackers, sparklers or other combustible or explosive of like construction; or any preparation containing any explosive or inflammable compound or any tablets or other device commonly used and sold as fireworks containing nitrates, chlorates, oxalates, sulphides of lead, barium, antimony, arsenic, mercury, nitroglycerine or phosphorus or any compound containing any of the same or other explosives or any substance or combination of substances; or article prepared for the purpose of producing a visible or an audible effect by combustion, explosion, deflagration or detonation; or other device containing any explosive substance.
No person shall discharge any fireworks, gunpowder or other explosives or make any bonfires in or upon the streets or the public property of the Village unless provided with a permit by the Village Board.

The Building Inspectors of the Incorporated Village of Island Park are hereby authorized to issue violations to any person(s) or business or corporation in violation of this chapter.
Any person, firm or corporation violating any of the provisions of this chapter shall, upon conviction thereof, be subject to a fine not exceeding the sum of $500 for any offense, and each day that a violation continues shall be deemed to constitute a separate offense.
