A certain document, copies of which are on file in the office of the City Clerk of the City of Shrewsbury, being marked and designated as the International Fire Code; 2015 Edition, as Published by the International Code Council, together with the standards which are referenced in Chapter 47 and including Appendix Chapters B, C, D, E, F, G, H, I, J, K, L, and M is hereby adopted as the Fire Code of the City of Shrewsbury in the State of Missouri for the control of buildings and structures as herein provided; each and all of the regulations, provisions, penalties, conditions and terms of said International Fire Code are hereby referred to, adopted and made part hereof, as if fully set out in this Chapter, with the additions, insertions, deletions and changes, if any, prescribed in Section 515.020 of this Chapter.

SECTION 101
SCOPE and GENERAL REQUIREMENTS

IFC Section 102.1. Change #3 to read as follows: Existing structures, facilities and conditions when required in Chapter 11 or in specific Sections of this code.
SECTION 103
DEPARTMENT OF FIRE PREVENTION

IFC Section 103.1.1. Add: Fire Code Official. The Fire Chief of the City of Shrewsbury shall be the Fire Code Official for the purposes of enforcing this code.
SECTION 104
GENERAL AUTHORITY AND RESPONSIBILITIES
4.
IFC Section 104.11.4. Add: Vehicles crossing hoses. A vehicle shall not be driven or propelled over any unprotected fire hose of the Fire Department when laid down on any street, alleyway, private drive or any other vehicular roadway without the consent of the fire official in command of said operation.
5.
IFC Section 104.11.5. Add: Vehicles following emergency apparatus. It shall be unlawful for the operator of any vehicle, other than one (1) on official emergency business, to follow closer than three hundred (300) feet from any fire apparatus or other emergency vehicle traveling in response to a fire alarm or other emergency or to drive any vehicle within the block or immediate area where a fire apparatus or other emergency vehicle has stopped in answer to a fire alarm or other emergency.

IFC Section 104.11.6. Add: Unlawful boarding or tampering with emergency equipment. A person shall not, without proper authorization from the fire official in charge of said Fire Department emergency equipment, cling to, attach oneself to, climb upon or into, board or swing upon any Fire Department emergency vehicle, whether the same is in motion or at rest; or sound the siren, horn, bell or other sound-producing device thereon; or manipulate, remove or tamper with, or attempt to manipulate, remove or tamper with any levers, valves, switches, starting devices, brakes, pumps or any equipment or protective clothing on, or a part of, any Fire Department emergency vehicle.

IFC Section 104.11.7. Add: Damage or injury to Fire Department equipment or personnel. It shall be unlawful for any person to damage or deface, or attempt to damage or deface, any Fire Department emergency vehicle at any time or to injure, or attempt to injure, Fire Department personnel while performing departmental duties.
8.
IFC Section 104.12. Add: Rule-Making Authority. The Fire Code Official shall have authority as necessary in the interest of public health, safety and general welfare, to adopt and promulgate rules and regulations to interpret and implement the provisions of this code to secure the intent thereof and to designate requirements applicable because of locale climatic or other conditions. Such rules shall not have the effect of waiving structural or fire performance requirements specifically provided for in this code or violating accepted engineering practice involving public safety.
SECTION 105
PERMITS

IFC Section 105.1.1. Change: Permits Required. Change Fire Code Official Shrewsbury Building Department.

IFC Section 105.2.5. Add: Permit Fees. Permit fees, inspection fees shall be in accordance with the fee schedule established by the Shrewsbury Building Department.

IFC Section 105.3.3. Delete existing text. Add: Occupancy prohibited before approval. Except as specifically provided for temporary occupancy in the building code adopted by the City, a building, structure or portion thereof, shall not be used or occupied in whole or in part until all fire protection devices and equipment protecting the building, structure or portion to be occupied, have been tested and approved by the Code Official charged with enforcing this code. All portions of the means of egress for the building, structure or portion to be occupied shall be unobstructed and available for immediate use.
13.
IFC Add New Section 105.3.8.1.: Asphalt kettles. An operational permit is required for the operation of asphalt kettles inside or on the roof of any building or structure.
SECTION 106
INSPECTIONS
14.
IFC Section 106.2.3. Add: Disaster Inspections. In the event of a disaster such as windstorm, tornado, flood, fire, earthquake, bomb blast, or explosion, the Fire Code Official or his/her appointed representative is hereby authorized to enter and inspect structures within the affected areas, subject to constitutional restrictions or unreasonable searches and seizures. When in the sole opinion of the Fire Code Official, there is imminent danger due to an unsafe condition, the Fire Code Official shall take emergency measures in accordance with this code.
SECTION 108
BOARD OF APPEALS
15.
IFC Section 108.1. Delete: in its entirety and Add: Appeals. The Board of Appeals appointed under the provisions of the Shrewsbury Building Code shall have jurisdiction to hear all appeals related to this Fire Code.

SECTION 109
VIOLATIONS
18.
IFC Section 109.4. Penalty for violations. Any person who shall violate any of the provisions of this code or fail to comply with any order issued pursuant to any Section thereof, shall be guilty of a misdemeanor, and upon conviction thereof, shall be punished by a fine or imprisonment as prescribed in Article V, Section 100.090. (General Penalty) of the Code of Ordinances of the City of Shrewsbury. Each day that a violation continues shall be deemed a separate offense.
19.
IFC Section 109.4.2. Add: False Alarms. In the event of false alarms, after the second false alarm in any twelve-month period, the alarm user, in lieu of court appearance, may pay to the Director of Finance a penalty of fifty dollars ($50.00), and further, after the third false alarm in any twelve-month period, the alarm user, in lieu of court appearance, may pay the Director of Finance a penalty of one hundred dollars ($100.00). Each additional false alarm may be fined an additional one hundred dollars ($100.00) in lieu of court appearance.
SECTION 111
STOP WORK ORDER
20.
IFC Section 111.4. Delete in its entirety and add: Failure to Comply. Any person who shall continue any work after having been served with a stop work order, except such work that a person is directed to perform to abate a violation or unsafe condition, shall be guilty of an ordinance violation and punished as provided in Section 109.4 of this Code.
SECTION 114
UNSAFE CONDITIONS
21.
IFC Section 114. Add: Unsafe Conditions. Add: 114.1. General. Whenever the Fire Code Official shall find in any structure or upon any premises dangerous or hazardous conditions or materials as follows, the Fire Code Official shall order such hazardous conditions or materials to be removed or remedied in accordance with this code:
1.
Hazardous conditions liable to cause or contribute to the spread of fire in or on said premises or structure or endanger the occupants thereof;
2.
Conditions that interfere with the efficiency or operation of any fire protection equipment or system;
3.
Obstructions to or on fire escapes, stairs, passageways, doors or windows, that are liable to interfere with the egress or occupants or the operation of the Fire Department in case of fire;
4.
Accumulation of dust or waste material in air-conditioning or ventilation systems or grease in kitchen or other exhaust ducts;
5.
Accumulation of grease on kitchen cooking equipment, or oil, grease or dirt upon, under or around any mechanical equipment.
6.
Accumulation of rubbish, waste, paper, boxes, savings or excessive storage of any combustible material;
7.
Hazardous conditions arising from defective or improperly utilized or installed electrical wiring, equipment or appliances;
8.
Hazardous conditions arising from defective or improperly installed equipment for handling or using combustible or otherwise hazardous materials;
9.
Dangerous or unlawful amounts of combustible, explosive or otherwise hazardous materials; and
10.
All equipment, materials, processes or operations that are in violation of the provisions of this code or any State or Federal codes.
11.
Vehicles or equipment that impairs or obstructs Fire Department access to an occupied structure hindering or delaying Fire Department operations in case of an emergency.
22.
IFC Section 307 Delete in its entirety and insert:
SECTION 307
OPEN BURNING, RECREATIONAL FIRES AND PORTABLE OUTDOOR FIREPLACES
307.1 General. A person shall not kindle or maintain or authorize to be kindled or maintained any open burning unless conduced and approved in accordance with Sections 307.1 through 307.5
307.1.1 Prohibited open burning. Open burning that is offensive or objectionable because of smoke or odor emissions or when atmospheric conditions or local circumstances make such fire hazardous shall be prohibited.
307.1.1.1 Wind. Burning of any type is prohibited in sustained winds in excess of 10 mph
307.1.2 Yard waste.Open burning of leaves, residential brush, vegetation or other yard waste is prohibited
307.1.3 Trash or Refuse. Open burning of residential or commercial trash or refuse is prohibited
307.1.4 Construction material. Open burning of construction materials, is prohibited
307.1.5 Other products. Open burning of tires, petroleum-based products, asbestos containing material and trade waste is prohibited. This includes burning to salvage materials.
Exception: Prescribed burning for the purpose of reducing the impact of wildland fire when authorized by the Fire Code Official
307.2 Permit required. A permit shall be obtained from the Fire Code Official in accordance with Section 105.6 prior to kindling a fire for recognized silvicultural or range or wildlife management practices, prevention or control of disease or pests, or a bonfire. Application for such approval shall only be presented by and permits issued to the owner of the land upon which the fire is to be kindled.
307.2.1 Authorization. Where required by State or local law or regulations, open burning shall only be permitted with prior approval from the State or local air and water quality management authority, provided that all conditions specified in the authorization are followed.
307.3 Extinguishment authority. Where open burning creates or adds to a hazardous or objectionable situation, or a required permit for open burning has not been obtained, the Fire Code Official is authorized to order the extinguishment of the open burning operation
307.4 Location. The location for open burning shall be not less than twenty-five (25) feet from any structure, and provisions shall be made to prevent the fire from spreading to within twenty-five (25) feet of any structure.
307.4.1 Approved containers. Open burning is only permitted in the following types of approved containers:
307.4.1.1 Commercially manufactured units for open flame type burning including portable outdoor fireplaces, barbeque grills, and smokers.
307.4.1.2 In ground fire pits at least eighteen (18) inches deep with stones or fire brick lining the perimeter burn area no larger than three (3) foot by three (3) foot or three (3) square or three (3) foot in diameter.
307.4.1.3 Above ground Masonry constructed barbeque grills or fire pits at least eighteen (18) inches deep with a burn area no larger than three (3) foot by three (3) foot square or three (3) in diameter.
307.4.2 Bonfires. Bonfires are defined in Section 202 of this code as an outdoor fire used for ceremonial purposes. Residential bonfires are prohibited. Special event bonfires are subject to regulations as set in 307.4.2
307.4.2.1 Special Event Bonfires. All special event bonfires require a permit to be obtained from the fire administration office for a fee of ten dollars ($10.00), submitted no later than five (5) days prior to the planned event. Special event bonfires shall conform to the following guidelines:
307.4.2.2 Special event bonfires shall be placed on the ground and all requirements per the special event bonfire permit are to be followed;
307.4.2.3 The special event bonfire permit must be on location and in possession of the applicant until the fire has been thoroughly extinguished;
307.4.2.4 The fire location must be at least one hundred (100) feet from the closest structure;
307.4.2.5 The maximum size of a special event bonfire shall be six (6) feet wide by six (6) feet long by six (6) feet high;
307.4.2.6 Only seasoned dry wood will be permitted for burning;
307.4.2.7 Sustained winds shall not exceed ten (10) miles per hour;
307.4.2.8 Special Event Bonfires will be out by 11:00 P.M., and will be completely extinguished;
307.4.2.9 If a Police or Fire Official is required to investigate a fire, they will determine if it is a recreational fire and that all rules and regulations are being followed. They will have the authority to have the fire extinguished, spectators dispersed and citations issued;
307.4.3 Recreational fires. Recreational fires are defined as burning of only clean dry firewood, wood pellets, charcoal, liquified natural gas, or liquified propane gas; for the purpose of pleasure, religious, ceremonial, cooking, warmth or similar purposes
307.4.3.1 Approved Containers. Recreational fires are limited to approved containers as defined in 307.4.1 of this code.
307.5 Attendance. Open burning, bonfires or recreational fires shall be constantly attended until the fire is extinguished. A minimum of one (1) portable fire extinguisher complying with Section 906 with a minimum 4-A rating or other approved on-site fire-extinguishing equipment, such as dirt, sand, water barrel, garden hose or water truck, shall be available for immediate utilization.
23.
IFC Section 308.1.4 delete in its entirety and insert:

OPEN FLAMES
308.1.4 Open-flame Cooking Devices. Open-flame cooking devices, such as charcoal, propane or natural gas grills, electric smokers, and other similar devices used for cooking shall not be located or used on combustible balconies, decks, or within ten (10) feet of combustible construction
Exceptions:
1.
One- and two-family dwellings, except that LP-gas containers are limited to a water capacity not greater than fifty (50) pounds (22.68 kg) [nominal twenty (20) pound (9.08 kg) LP-gas capacity] with an aggregate LP-gas capacity not to exceed one hundred (100) lbs. (5 containers).
2.
Where buildings, balconies and decks are protected by an approved automatic sprinkler system, except that LP-gas containers are limited to a water capacity not greater than fifty (50) pounds (22.68 kg) [nominal twenty (20) pound (9.08 kg) LP-gas capacity], with an aggregate LP-gas capacity not to exceed forty (40) lbs. (2 containers).
24.
IFC Section 308.1.6.3 delete it its entirety and insert:
308.1.6.3 Sky lanterns. No person shall release or cause to be released a sky lantern or other type of unmanned device that relies on an open flame to heat the air inside the device in order to make the device airborne.
25.
IFC Section 311.5; change to read as follows:

VACANT PREMISES
311.5 Placards. The Fire Code Official is authorized to require marking of any vacant or abandoned buildings or structures determined to be unsafe pursuant to Section 110 of this code relating to structural or interior hazards, as required by Section 311.5.1 through 311.5.5.

IFC Section 401.5 delete in its entirety and insert:

GENERAL
401.5 Making false report. It shall be unlawful for any person to willfully or maliciously give, turn in, signal, transmit or cause to be made, a false alarm or report that a fire or medical emergency has occurred, or is in progress, by any action or means whatsoever, and said false alarm or report causes the unnecessary movement or use of Fire Department apparatus or personnel, or causes the evacuation of building occupants or the disruption of the building occupant's normal activities.
27.
IFC Section 408. Add a new Section as follows. Insert:
SECTION 408
FIREFIGHTER ASSIST PLANS
408 Firefighter assist plans. An approved pictographic display (sign, drawing or wall marking) shall be posted within all enclosed stairways at each floor landing in all new and existing high-rise buildings. Individual displays, or signs shall show the floor level number where the graphic is displayed, the configuration of exit access corridors including all door openings, exit stairways, elevators, exterior building walls, fire alarm pull stations, fire hoses and sprinkler valves. The sign shall be located five (5) feet (1,524 mm) above the floor landing in a position that is readily visible when the doors are in the open or closed positions.
SECTION 501
GENERAL
28.
IFC Section 501.4 Insert the following after the last sentence: "Emergency responder radio coverage systems shall be isolated to the public safety spectrum only, and shall be approved by the local or regional emergency communication authority."
SECTION 503
FIRE APPARATUS ACCESS ROADS
29.
IFC Section 503.7. Add: Street Obstructions. No person shall erect, construct, place or maintain any bumps, humps, fences, gates, chains, bars, pipes, wood or metal horse or any other type of obstruction in or upon any fire access road unless approved, in writing, by the City of Shrewsbury Fire Code Official.
30.
IFC Section 505.1; change to read as follows:
SECTION 505
PREMISES IDENTIFICATION
505.1 Address Identification. New and existing buildings shall be provided with approved address identification. The address identification shall be legible and placed in a position that is visible from the street or road fronting the property. Address identification characters shall contrast with their background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Each character shall be not less than six (6) inches (152.4 mm) high with a minimum stroke width of one-half (1/2) inch (12.7 mm). Where required by the Fire Code Official, address numbers shall be provided in additional approved locations to facilitate emergency response. Where access is by means of a private road, buildings do not immediately front a street, and/or the building cannot be viewed from the public way, a monument, pole or other sign with approved six-inch (152.4 mm) height building numerals or addresses and four-inch (101.6 mm) height suite/apartment numerals of a color contrasting with the background of the building or other approved means shall be used to identify the structure. Numerals or addresses shall be posted on a minimum twenty-inch (508 mm) by thirty-inch (762 mm) background on border. Address identification shall be maintained.
Exception: R-3 Single-Family occupancies shall have approved numerals of a minimum three and one-half (3 1/2) inches (88.9 mm) in height and a color contrasting with the background clearly visible and legible from the street fronting the property and rear alleyway where such alleyway exists.
Where required. The Fire Code Official is authorized to require a key box to be installed in an approved location when any of the following conditions exist. The key box shall be of an approved type listed in accordance with UL 1037, and shall contain keys to gain necessary access as required by the Fire Code Official.
Where access to or within a structure or area is restricted because of secured openings, or where immediate access is necessary for life-saving or fire-fighting purposes, or the structure has a fire alarm system, or the structure has an automatic fire sprinkler system. The key box shall be of an approved type and shall contain keys to gain necessary access as required by the Fire Code Official.
SECTION 506
KEY BOXES
31.
IFC Section 506.1.1 delete in its entirety and insert: Locks. An approved lock shall be installed on gates or similar barriers.
32.
IFC Section 506.1.2 delete in its entirety and insert:
506.1.2 Key boxes for fire service elevator keys. Key boxes shall be provided for fire service elevator keys and shall comply with Section 506.1 and all of the following:
1.
The key box shall be compatible with an existing rapid entry key box system in use in the jurisdiction and approved by the Fire Code Official.
2.
The front cover shall be permanently labeled with the words "Fire Department Use Only — Elevator Keys."
3.
The key box shall be mounted at each elevator bank at the lobby nearest to the lowest level of Fire Department access.
4.
The key box shall be mounted five (5) feet six (6) inches (1,676 mm) above the finished floor to the right side of the elevator bank or other approved location.
5.
Contents of the key box are limited to fire service elevator keys. Additional elevator access tools, keys and information pertinent to emergency planning or elevator access shall be permitted where authorized by the Fire Code Official.
6.
In buildings with two (2) or more elevator banks, a single key box shall be permitted to be used where such elevator banks are separated by not more than thirty (30) feet (9,144 mm). Additional key boxes shall be provided for each individual elevator or elevator bank separated by more than thirty (30) feet (9,144 mm).
33.
IFC Section 507.4 delete in its entirety and insert:
SECTION 507
FIRE PROTECTION WATER SUPPLIES
507.4.1. Water Flow Test. Water flow tests shall be conducted between the hours of 8:00 A.M. and 4:30 P.M., Monday through Friday only, with Shrewsbury Fire Department notification prior to testing.
507.4.2. Add: Fire Flow. Fire flow requirements for buildings or portions of buildings and facilities shall be determined by the tables listed in Appendix B of this code.

IFC Section 507.5.5 delete in its entirety and insert:
507.5.5 Clear space around hydrants. There shall be no obstructions, planting, bushes, trees, signs, light standards, etc., within six (6) feet of any fire hydrant in all directions.
35.
IFC Section 507.6. Add: Public Water Supply. The Fire Code Official shall recommend to the Chief Administrative Official of the City the location or relocation of new or existing fire hydrants and the placement or replacement of inadequate water mains located upon public property and deemed necessary to provide an adequate fire flow and distribution pattern. A fire hydrant shall not be placed into or removed from service until approved by the Fire Code Official.
36.
IFC Section 507.6.1. Add: Fire Hydrant System. Fire hydrant systems shall comply with Sections 507.6.2. through 507.6.14.
37.
IFC Section 507.6.3. Add: Private Fire Hydrant Flow Test. A business owner may elect for the Fire Department to perform annual inspections and flow tests on private hydrants within their property, after completion of the established authorization form and submitting the appropriate fee as established by the Fire Code Official.
38.
IFC Section 507.6.5. Add: Color coding of public fire hydrants. All public fire hydrant barrels are to be painted yellow. All fire hydrant bonnets are to be painted as follows:

IFC Section 507.6.7. Add: Prohibited Locations. A fire hydrant shall not be placed at any location where the Fire Code Official deems it could be damaged by vehicular traffic.
41.
IFC Section 507.6.8. Add: Relocation of Hydrant. Relocation of fire hydrants requested or required by a property owner and/or developer shall be relocated by the water purveyor's policies and procedures with the approval of the Fire Code Official.
42.
IFC Section 507.6.9. Add: Fire Hydrant Installation. All fire hydrants shall be installed with inspection and approval of the Fire Code Official.
43.
IFC Section 507.6.10. Add: Fire Hydrant Setback. All fire hydrants shall be set back from the curb or edge of pavement. The setback shall not exceed twelve (12) feet.
44.
IFC Section 507.6.11. Add: Fire Hydrant Connection Height. Fire hydrants shall be installed a minimum of fourteen (14) inches and a maximum of thirty-six (36) inches above the finish grade, measured from the center of the streamer connections.
SECTION 607
ELEVATION OPERATION, MAINTENANCE AND FIRE SERVICE KEYS
45.
IFC Section 607.3.1 add a new Section as follows. Insert:
607.3.1 Information signs. An approved graphic display of evacuation routes and written information concerning basic evacuation procedures, including the location of the exit stairs, shall be posted in an approved location in all common hallways, in or near elevator lobbies, on all floor levels of all new and existing high-rise buildings.
46.
IFC Section 607.7 (page 87) delete in its entirety and insert:
607.7 Elevator key location. Keys for the elevator car doors and fire-fighter service keys shall be kept in an approved elevator lobby key box in accordance with Section 506.1.2.
47.
IFC Section 607.9 add a new Section as follows. Insert:
607.9 Elevator emergency operations testing. All elevators that are equipped with emergency elevator operations in accordance with Rule 211.3 of ASME A17.1 listed in Chapter 80, shall be tested at least once each year in all phases of emergency functions. An approved elevator service company shall conduct tests.
48.
IFC Section 607.10 add a new Section as follows. Insert:
607.10 Prohibited lockout systems, key-ways and devices. Elevator service shall be provided for Fire Department emergency access to all floors in all high-rise buildings. The use of security lockout systems, key operated floor selection buttons or other key-ways or other devices which are not automatically rendered inoperative by the fire sensing devices or the key operated fire service master switch is prohibited. Walls, security bars, equipment or storage may not obstruct access to any building level from any elevator.
SECTION 609
COMMERCIAL KITCHEN HOODS
49.
IFC Section 609: Delete in its entirety and insert:
609.3.5. Add: Existing. Existing Commercial cooking appliances and domestic cooking appliances utilized for commercial purposes, including hood, ductwork, exhaust fans and make-up air not in conformance with the Shrewsbury Code shall be brought into compliance for re-occupancy, or replacement of the hood suppression system or issuance of a kitchen remodel permit.
SECTION 807
DECORATIVE MATERIALS OTHER THAN DECORATE VEGETATION IN NEW AND EXISTING BUILDINGS
50.
Section 807.5.2.2 and 807.5.2.3; change to read as follows:
807.5.2.2 Artwork in Corridors. Artwork and teaching materials shall be limited on the walls of corridors to not more than twenty percent (20%) of the wall area. Such materials shall not be continuous from floor to ceiling or wall to wall. Curtains, draperies, wall hangings, and other decorative material suspended from the walls or ceilings shall meet the flame propagation performance criteria of NFPA 701 in accordance with Section 807 or be non-combustible.
Exception: Corridors protected by an approved automatic sprinkler system Installed in accordance with Section 903.3.1.1 shall be limited to fifty percent (50%) of the wall area.
807.5.2.3 Artwork in Classrooms. Artwork and teaching materials shall be limited on walls of classrooms to not more than fifty percent (50%) of the specific wall area to which they are attached. Curtains, draperies, wall hangings and other decorative material suspended from the walls or ceilings shall meet the flame propagation performance criteria of NFPA 701 in accordance with Section 807 or be non-combustible.
SECTION 901
GENERAL SECTION
FIRE PROTECTION SYSTEMS
51.
IFC Section 901.6.1; add Section 901.6.1.1 to read as follows:
901.6.1.1 Standpipe Testing. Building owners/managers must maintain and test standpipe systems as per NFPA 25 requirements. The following additional requirements shall be applied to the testing that is required every five (5) years:

The piping between the Fire Department Connection (FDC) and the standpipe shall be back-flushed when foreign material is present, and also hydrostatically tested for all FDC's on any type of standpipe system. Hydrostatic testing shall also be conducted in accordance with NFPA 25 requirements for the different types of standpipe systems.
2.
For any manual (dry or wet) standpipe system not having an automatic water supply capable of flowing water through the standpipe, the tester shall connect hose from a fire hydrant or portable pumping system (as approved by the Fire Code Official) to each FDC, and flow water through the standpipe system to the roof outlet to verify that each inlet connection functions properly. Confirm that there are no open hose valves prior to introducing water into a dry standpipe. There is no required pressure criteria at the outlet. Verify that check valves function properly and that there are no closed control valves on the system.
3.
Any pressure relief, reducing, or control valves shall be tested in accordance with the requirements of NFPA 25. All hose valves shall be exercised.
4.
If the FDC is not already provided with approved caps, the contractor shall install such caps for all FDC's as required by the Fire Code Official, per 912.4.1.
5.
Additionally, records of the testing shall be maintained by the owner and contractor, as required by NFPA 25.

All standpipe hose valves must remain in place and be provided with an approved cap and chain when approval is given to remove hose by the Fire Code Official.

IFC Section 901.6.2. Delete in its entirety and add: Records. Records of all system inspections, tests and maintenance (I, T and M) required by the referenced standards shall be maintained on the premises for a minimum of three (3) years. If the required testing frequency is greater than three (3) years, records must be kept for the number of years of testing frequency plus three (3) years. Upon receipt, the building representative or owner shall forward all I, T and M records to the Fire Code Official. If applicable, the building representative or building owner may request/direct that I, T and M company forward I, T and M records to the Code Official, upon completion.

Section 901.6.2.1 Delete in its entirety and Add: Records Information. Accurate logs shall be maintained indicating the number, location and type of device tested. Any defect, modification, maintenance, inspection, testing or repair shall be logged. Initial records shall include the name of the installation contractor, type of components installed, Manufacturer of the components, location and number of components installed per floor. Records shall also include the manufacturer's operation and maintenance instruction manuals. Such records shall be maintained on the property.
52.
IFC Section 901.6.2.2 (page 104) add a new Section. Insert:
901.6.2.2 Records copies to Fire Code Official. Within sixty (60) days of the completion of the required system inspections, tests and maintenance an electronic copy of the report shall be forwarded to the Fire Code Official in Adobe® PDF format. The reports shall be sent via e-mail to fire@cityofshrewsbury.com the type of fire protection system inspection and the address of the inspected property shall be included in the subject of the e-mail.

Section 901.8.2; change to read as follows:
901.8.2 Removal of Occupant-Use Hose Lines. The Fire Code Official is authorized to permit the removal of occupant-use hose lines and hose valves where all of the following conditions exist:
a.
The hose line(s) would not be utilized by trained personnel or the Fire Department.
b.
If the occupant-use hose lines are removed, but the hose valves are required to remain as per the Fire Code Official, such shall be compatible with local Fire Department fittings.
SECTION 903
AUTOMATIC SPRINKLER SYSTEMS

IFC Section 903.2; Delete the exception.

Section 903.2.11; change 903.2.11.3 and add 903.2.11.7, 903.2.11.8, and 903.2.11.9 as follows:
903.2.11.3 Buildings thirty five (35) feet or more in height. An automatic sprinkler system shall be installed throughout buildings that have one (1) or more stories, other than penthouses in compliance with Section 1510 of the International Building Code, located thirty five (35) feet (10,668 mm) or more above the lowest level of Fire Department vehicle access, measured to the finished floor.
Exceptions: Open parking structures in compliance with Section 406.5 of the International Building Code, having no other occupancies above the subject garage.
903.2.11.7 High-Piled Combustible Storage. For any building with a clear height exceeding twelve (12) feet (4,572 mm), see Chapter 32 to determine if those provisions apply.
903.2.11.8 Spray Booths and Rooms. New and existing spray booths and spraying rooms shall be protected by an approved automatic fire-extinguishing system.
903.2.11.9 Buildings over 6,000 square feet An automatic sprinkler system shall be installed throughout all buildings with a building area six thousand (6,000) square feet or greater and in all existing buildings that are enlarged to be six thousand (6,000) square feet or greater. For the purpose of this provision, fire walls shall not define separate buildings.
Exception: Open parking garages in compliance with Section 406.5 of the International Building Code.
903.2.9.3 Self-Service Storage Facility. An automatic sprinkler system shall be installed throughout all self-service storage facilities.
56.
Section 903.3.1.1 add a new Section as follows. Insert:
903.3.1.2 Sprinklers required. Clean agent, halogenated or carbon dioxide extinguishing systems shall not be considered as an alternative to an automatic sprinkler system in computer rooms, vaults or other rooms where an automatic sprinkler system is required.

IFC Section 903.3.1.2.3. Add: Combustible Concealed Spaces. All concealed spaces enclosed wholly or partially by exposed combustible construction, including, but not limited to, attics, shall be protected by sprinklers, in accordance with NFPA 13-1995 5-13, 1.

IFC Section 903.3.7. Delete in its entirety and add: Fire Department Connections. The location of the Fire Department connections shall be approved by the Fire Code Official and shall be located at least forty (40) feet from the building, as practically as possible, for buildings over five thousand (5,000) square feet in area, or over two-stories in height.

IFC 903.3.7.1. Add: Location. Fire Department Connections shall be located no further than one hundred fifty (150) feet, accessible to Fire Department apparatus, from a fire hydrant.
60.
IFC Section 903.4.1.1. Add: Cancellation of Service. In the event the central station monitoring is cancelled, notifications shall be submitted to the Fire Code Official by the Central Station and the building owner.

IFC Section 903.4.2.1 (page 112) add a new Section. Insert:
903.4.2.1 Fire Sprinkler System Fire Department Connection. An approved exterior audio/visual fire alarm notification device shall be installed above all Fire Department connections. This device shall activate upon a water flow fire alarm signal only. This device shall be visible from the closest fire apparatus access road and installed at twelve (12) feet above ground level or other approved location.
The alarm device required on the exterior of the building shall be a weatherproof horn/strobe notification appliance with a minimum seventy-five (75) candela strobe rating, installed as close as practicable to the Fire Department connection.

IFC Section 903.4.4. Add: Post Indicating Valve. An above ground post indicating valve (PIV) is required on all new structures that require an automatic sprinkler fire suppression system. The private fire service main to a building shall be provided with a listed post indicator value located to control all sources of water supply as stated in NFPA 24. The valve shall be supervised as listed in Section 903.4.

903.4.5. Add: Control Valves. At the discretion of the Fire Code Official additional floor control valves controlling flow to sprinklers in circulating close loop systems may be required and shall comply with NFPA 13.
SECTION 907
FIRE ALARM AND DETECTIONS SYSTEMS

IFC Section 907.1; Add a new Section 907.1.4. Insert:
907.1.4 Design Standards. Where a new fire alarm system is installed, the devices shall be addressable. Fire alarm systems utilizing more than twenty (20) smoke detectors shall have analog initiating devices.

IFC Section 912.2.2 delete in its entirety. Insert:
912.2.2 Fire Department Connection Location Signage. On new and existing buildings, the Fire Department connection shall be indicated by an approved sign mounted on the street front or on the side of the building. Such sign shall have red letters "FDC" not less than six (6) inches (152 mm) high and words in red letters not less than two (2) inches (51 mm) high or an arrow to indicate the location on a white reflective background. Such signs shall be subject to the approval of the Fire Code Official.
70.
IFC Section 912.4.4 add a new Section. Insert:
912.4.4 No parking areas at Fire Department connections. When Fire Department connections are located in an area where vehicles may be parked or standing, said parking or standing shall be restricted for ten (10) feet in each direction from the Fire Department connection.
SECTION 916
FIRE HYDRANTS

IFC Section 916.0 Add new Sections. Insert:
916.1 New Structures. No person shall commence construction of any new structure, or building, or addition to any structure or building, within or upon any real property within the District, unless such person shall first have submitted to the Code Official of the District a plat or drawing of the property whereon is located such building, structure of addition, which plat or drawing has indicated there on the nearest existing fire hydrant, and if there is not an existing fire hydrant within such distance as is approved by the Code Official, then also the proposed installation of a new fire hydrant or hydrants, and unless, also, the particular locations proposed for such fire hydrants and the number of fire hydrants to be installed if any, shall be approved by the Code Official.
916.2 Installation of other new fire hydrants. No person shall install or cause to be installed any fire hydrant within the District, unless the location thereof and the design and type of the hydrant, including the threads and outlets thereof, shall first have been approved by the Code Official.
916.3 Groups R-3 and R-4 occupancies. There shall be no more than six (6) dwelling units constructed prior to the installation of a public water system with fire hydrants as set forth herein so as to be accessible for Fire District use in the event of a fire emergency.
916.4 Other Occupancy Groups. In all other occupancy groups, public water systems with fire hydrants shall be installed with the commencement of construction.
916.6.7 No parking area at fire hydrants. Where fire hydrants are required to be installed in areas where vehicles would be parked or standing, said vehicle parking or standing shall be restricted for ten (10) feet in each direction from the fire hydrant.
916.8 Obstructions. There shall be no obstructions, plantings, bushes, trees, signs, light standards, etc., within six (6) feet of any fire hydrant in all directions.
SECTION 1008
MEANS OF EGRESS ILLUMINATION

IFC Section 1008.3.6 add a new Section. Insert:
1008.3.6 Circuit identification. All circuits which provide power for emergency lighting shall be identified in each electrical panel.

1013.3.1 Circuit identification. All circuits which provide power for exit signs shall be identified in each electrical panel.

IFC Section 1013.1.1. Add: Floor Level Exit Signs. Where exit signs are required in use groups A-1, A-2 Banquet Halls and Night Clubs, I-2, and R-1, additional approved low-2 level exit signs are required. Signs shall be provided in all corridors, exist access, and exits. The bottom of the sign shall not be less than six (6) inches nor more than eight (8) inches above floor level and shall indicate the path of exit travel. For exit and exit access doors, the signs shall be on the door or adjacent to the door with the closest edge of the sign within four (4) inches of the door frame. Signs may be internally or externally illuminated, photo-luminescent, or self-luminous.

MAINTENANCE OF THE MEANS OF EGRESS

IFC Section 1031.1.1. Add: Maintenance. IFC Section 5003.5.2. Add: Hazard Sign Required. Any occupancy required by this code and/or State Law to provide material safety data sheets, shall provide visible markings on the outside of buildings, rooms and containers where hazardous substances are present. The markings shall be in a location approved by the Fire Code Official. These markings shall conform to NFPA 704 marking system or with Federal laws or regulations, or in the case of containers, may as an option comply with Safety and Health Administration Hazard Communication Rule, 29 CFR 1910.1200(F). To avoid duplication of markings, marking requirements of the United States Department of Transportation shall satisfy the requirements in regard to motor vehicles, rolling stock and aircraft.

IFC Section 5003.5.2 add a new Section as follows:
5003.5.2 All doors. All doors shall have a placard with a minimum dimension of ten inches (10) located in an approved location that identifies the worst hazard category of the product(s) in that area. This placard shall be provided with numerals in accordance with Section 5003.6.1.

If fire lanes are marked by painting them, they shall be painted red in color. In cases of fire lane established on private property, the owner thereof shall provide such signs or markings at their expense and in cases of fire lanes established on public property, the Director of Public Works (streets) shall provide signage and markings.

ELECTRICALLY OPERATED GATES

D103.5.2 Electrically operated gates. All electrically operated gates shall be installed in accordance with the following requirements:
1.
The gate shall be at least fifty (50) feet back from the edge of the cross street from which the "gated" street is accessed and shall open the full width of the required pavement, roadway or driveway.
2.
It shall be equipped with a rapid entry key operated switch to open the gate, in addition to the normal 'resident operated mechanism.' The key switch, when activated, shall keep the gate open until fire district personnel reset it after the emergency. The rapid entry key operated switch shall be purchased through the Knox Company.
3.
The gate shall release in the event of a power failure, allowing it to be opened manually. Provide a means to manually release the gate to allow the gate to be opened in the event the switch, motor, or some other component fails.
4.
The gate installation shall be inspected, tested and approved by the Fire Code Official prior to the use of the gate. Applications for gates being added to existing subdivisions shall include a signed petition stating: "I agree with a gate being installed at the entrance to all the streets to the subdivision, I understand that when this gate is installed the Fire Department response can be lengthened. I further will not hold the Fire Department responsible for loss of life or property due to the additional response time." The petition shall be signed by one hundred percent (100%) of all residents within the subdivision.

MANUALLY OPERATED GATES

Section D103.5.3 (page 484) add a new Section. Insert: D103.5.3 Manually operated gates. All manually operated gates shall be installed in accordance with the following requirements:

4.

I further will not hold the Fire Department responsible for loss of life or property due to the additional response time." Nothing in this Chapter or in the International Fire Code (IFC) hereby adopted shall be construed to affect any lawsuit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or Chapter hereby repealed.

Any person violating any of the provisions of this Chapter or the Code adopted in this Chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be subject to the penalties set forth in Section 100.090, General Penalty.

A. 
This Section shall take precedence over the firework requirements of Chapter 56 of the IFC.
1. 
Definition. For the purpose of this Section, the term "fireworks" means and includes any combustible or explosive composition, or any substance or combination of substances, or articles prepared for the purpose of producing a visible or audible effect by combustion, explosion, deflagration or detonation, and includes blank cartridges, toy pistols, toy cannons, toy canes or toy guns, in which explosives are used, the type of balloons which require fire underneath to propel same, firecrackers, torpedoes, sky rockets, Roman candles, Dago Bombs, sparklers or other fireworks containing any explosives or flammable compound or any tablets or other devices in which paper caps are used containing not in excess of an average of twenty-five one-hundredths (0.25) of a grain of explosive compound per cap, the sale, possession and use of which shall be permitted at all times. The term "fireworks" shall, in addition, not include model rockets made of lightweight materials such as paper, wood, plastic or rubber and preloaded factory-made model rocket engines designed, sold and used for the purpose of propelling recoverable aero models launched by means of a remotely controlled and electrically operated system which contains a switch which will return to "off" when released, provided that at the time of the use thereof an adult is in attendance and supervising such use.
2. 
Sale, Possession And Use Prohibited — Exceptions.
a. 
It shall be unlawful for any person to sell, possess, offer for sale, expose for sale, give, use, discharge or explode fireworks within the City, except as provided by Subsection (A)(2)(b) below and this Section.
b. 
Nothing in this Section shall prohibit the sale, possession and use of blank cartridges for theatrical purposes or signal purposes in an athletic contest or sporting event; or items for the use of Police or military organizations; or flares used by railroads or other public or private transportation agencies for signaling purposes. Nothing herein shall prohibit any resident wholesaler, dealer or jobber from possessing I.C.C. Class C fireworks for the purpose of selling at wholesale provided such fireworks are delivered or shipped directly outside the City; nor shall anything herein prohibit the sale, possession or use of fireworks for pyrotechnic displays given by any organization, amusement park, officials in charge of a public park, or group of individuals provided that they have first obtained a permit for same in accordance with the regulations provided by this Section.
3. 
Permits For Pyrotechnic Displays — Required — Safety Investigation — Issuance.
a. 
Any non-profit organizations so organized by the laws of the State may apply for a permit for a pyrotechnic display, provided that such display be open to the public either on a fee or free basis scheduled for a specific time.
b. 
Permits contemplated by this Section shall be issued by the Board of Aldermen only after the application for the permit shall have been investigated by the Police Department of the City and returned to the Chief of Police who shall note thereon that the public safety will not be endangered by the display.
4. 
Permit — Inspection Authorized. The president of the non-profit organization applying for the permit authorized by Subsection (A)(3) shall personally sign the permit application. A properly signed application shall be deemed consent for any duly authorized agent of the City to enter into, have full access to, and search all places where fireworks or pyrotechnic displays are stored. Such entry and search shall be only for the purposes of determining whether there exists now or has existed a violation of these regulations. Any organization willfully or intentionally interfering with any duly authorized agent of the City in the performance of any duty hereunder shall, upon conviction, be fined as provided by this Section.
5. 
Responsibility Of Parents, Guardians, Etc. No parent, guardian or other adult person having care and custody of a minor under the age of seventeen (17) years shall permit such minor to possess, offer for sale, expose for sale, give, use, discharge or explode any fireworks within the City limits. Any parent, guardian or person having custody and care of a minor who knowingly permits such minor to violate the provisions of this Section or, after becoming aware that such minor is violating or intending to violate the provisions of this Section, to fail to terminate or prevent such violation shall on conviction be subject to the same penalties as provided in this Section.
