The term "general contractor" as used in this division, shall be defined to mean any person acting as or being the employer/contractor of all workmen, mechanics or laborers, whether the same are engaged directly by them, or by a subcontractor, in the construction of any building, structure or other work.

(a) 
The provisions of this division shall not apply to any person engaged by a general contractor, as defined in § 13-200, to perform work on any building, structure or other work.
(b) 
It shall be unlawful for any person to act as, be or carry on the business of a general contractor, as defined in § 13-200, within the City, without first obtaining a license so to do from the City Clerk/Collector.
(c) 
There is hereby levied an annual license fee, in an amount established by the Board of Aldermen, to be paid by any such person who shall act as, be or carry on as a general contractor. Such license fee shall be payable in full at the time of the issuance thereof. Such license shall be valid from the date of issuance until December 31 of the year issued, and shall be renewable and payable thereafter on January 1 of each year. A general contractor whose principal place of business is located within the City of Crestwood and who is required to pay a license tax pursuant to § 13-202 of this Code shall not be required to pay the annual license fee levied by this section.

(d) 
All applications for a general contractor license shall be submitted along with the required license fee to the City Clerk/Collector as set forth in § 13-18 of this Code. All persons or entities granted a license under this division shall be subject to the regulations, not inconsistent with this division, of §§ 13-16 through 13-26 of this Code.
(e) 
The Board of Aldermen may revoke any license issued under this article upon a showing that such licensee has violated or failed to comply with Chapter 7 of the Code of this City, or with any other ordinance of this City relating to or regulating the construction of buildings or other structures or works in the City.
