There shall be and there is hereby created a Storm Sewer Board in the City.

The Storm Sewer Board of the City of DeSoto shall consist of five (5) members to be appointed by the Mayor subject to the approval of a majority of the City Council. The initial appointees to the Storm Sewer Board shall serve the following terms: two (2) members shall serve a term of three (3) years, from July first following their appointment; two (2) members shall serve a term of two (2) years, from July first following their appointment; and one (1) member shall serve a term of one (1) year, from July first following his/her appointment. One (1) member of the City Council shall be appointed by the Mayor with the approval of the majority of the City Council to serve a term of one (1) year as ex officio member, but he/she shall not be permitted to vote on any matter coming before the Storm Sewer Board; Members of the Storm Sewer Board, other than the ex officio member, shall hold office for three (3) years and until their successors are appointed, from July first following their appointment. The Mayor may, by and with the consent of a majority of the City Council, remove any Storm Sewer Board member.

The Storm Sewer Board shall, within fifteen (15) days after the appointment of its members, meet and elect one (1) of its members as President, and shall elect such other officers as the members of the Board may deem necessary. The Board shall make recommendations to the City Council for the expenditure of funds that are collected by the City of DeSoto pursuant to the parks and storm sewer tax which has been authorized by the voters of the City of DeSoto. Those recommendations shall not be binding upon the City Council but shall be presented to the City Council annually no later than June first of each calendar year.

The Storm Sewer Board shall be a recommending body only, and shall make its recommendations to the City Council for possible storm sewer projects within the City for its determination as to what action, if any, should be taken.

The Public Works Director shall report directly to the City Manager and shall make monthly reports on the first of each month as needed to the City Manager. The Public Works Director shall also attend all meetings of the Storm Sewer Board and provide information, input and advice to the Storm Sewer Board as is needed or required for the Storm Sewer Board to fulfill its functions for the City.
